Medecins Sans Frontieres (MSF) is an international, private, non-governmental, non-profit humanitarian organization. We are recruiting to fill the position below:

Job Title: WATSAN Supervisor (NERU)

Location: Sokoto (based under NERU Project)
Employment Type: Contract (With the possibility of extension)
Duration: 1 Year

Main objective and responsibility of the position

  • Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, in order to improve health and living conditions of the target population

General Accountabilities

  • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management
  • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;
  • Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities;
  • Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);
  • Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits
  • Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting
  • Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
  • Participating in data collection and reporting as required

MSF Section/ Context Specific Accountabilities:

  • Participate in carrying out rapid assessment incase of any scenarios such as IDP camps, floods, cholera outbreaks etc.
  • Ensures functionality of all WatSan components such as water supply systems, sanitation facilities, waste management facilities, hygiene and vector control in any kind of scnarios (IDP camps, CTC/CTU, etc) where MSF might do emergency intervention.
  • Works together with IPC team to ensure that all IPC measures are in place and being followed at any kind of health facility set up done in response to emergency scnarios.
  • He/she works together with the HP team to ensure hygiene promotion in the hospital, IDP camps and other work places. Raising awareness amongst MSF beneficiaries and training personnels on the importance of hygiene and sanitation. This includes proper waste management in the health facilitities, hand washing, food hygiene, safe water chain, feacal oral routs, cholera (water born diseases) prevention etc
  • Support the WatSan manager to develop designs any relevant documents such as BoQ, drawings and technical specifications for WatSan infrustructures’ construction works to be done in any emergency secnario MSF is responding to. This inclued water network, water source rehabilitation, temporary emergency latrine construction etc.
  • Supports in the spuervision of emergency WatSan construction works to ensure quality deliverence as per MSF standard.
  • Supports supply team in inventory, ordering the right items and directing the right use, ensuring tracking of consumption and reporting.
  • Support supply team and the WatSan manager/WTR to review EPREP stock and report what is missing and what is almost expiring
  • Support the WatSan manager/WTR in implementing WatSan activities according to the WatSan framework strategies that might be developed in any context of emergency.
  • Support in identifying WatSan NFI kits to be included in the NFI distribution lists.
  • The Watsan Supervisor reports to the line manager on any concerns related to water supply, hygiene and sanitation, technical equipment, support structures and suggests solutions.
  • Training: He/she provides training to WatSan Technicians, WatSan agents, hospital cleaners, bucket chlorinators, hand pump mechanics etc. He/she seeks supports from the Technical Referent where needed.

Requirements
Education:

  • Essential: University degree in a Relevant Course
  • Desirable: Specialisation in Water and Sanitation.

Experience:

  • Essential: Previous experience in technical works & organising of multiple activities, preferably within MSF or similar work environment.

Languages:

  • Essential: English Language.
  • Desirable: Hausa language

Knowledge:

  • Essential: Computer literacy (Microsoft Office package)

Competencies:

  • Commitment to MSF Principles, Behavioural Flexibility, Results and Quality Orientation, Teamwork and Cooperation, Stress Management.
