The Kaduna State Pension Bureau is recruiting suitably qualified candidates to fill the following positions below:

Head of ICT

Grade: Level 14

Job Description

  • The head of ICT will oversee the Agency’s ID capturing operations in addition to all hardware, software, and computer assets.
  • This includes development, implementation, and monitoring of policies on network infrastructure, IT performance management, network administration and system security, and data protection regulations.

Job Duties / Responsibilities

  • The planning, execution, and management of the Agency’s IT projects.
  • The careful execution of the Agency’s digital ID roadmap which includes acquiring resources and coordinating the efforts of team members and third-party vendors or consultants to deliver projects according to plan.
  • Resolve issues escalated by technicians and engineers.
  • Ensure data is handled, transferred, or processed according to legal and the Bureau`s guidelines.
  • Control costs and budgets regarding IT systems.
  • Develop IT policies and practices.
  • Oversee day-to-day operations.
  • Designing and implementing Agency operations and enrollment center operational plans.
  • Establishing policies that promote Agency culture and vision.

Job Requirements
Basic Requirements:

  • A Master’s Degree and Bachelor’s Degree with a minimum of second-class in Computer Science.
  • Either of the Master’s Degree or Bachelor’s Degree must be in a core ICT related discipline (e.g., computer science, computer engineering, information and communication technology, information systems, software engineering etc.).
  • Strong familiarity with development environments and tools.
  • Competent and proficient understanding of business solutions, such as Document Management, CRMs, Business Web Technology etc.
  • Skills in PHP, .NET and database management
  • Outstanding communication and interpersonal abilities.

Professional Qualifications:

  • Relevant professional qualifications, and presentation of verifiable portfolio of relevant projects, will be an added advantage.

Experience:

  • Minimum of seven (7) years post-qualification cognate experience in project management, software development, management of IT infrastructure, or related fields.
  • Age Bracket:18 – 50 years old.

Remuneration

  • Remuneration is subject to prevailing salary structure for Kaduna State Civil Servants for Grade Level 14.

 

Information and Communication Technology Officer (Grade Level 12)

Grade: Level 12

Job Description

  • Responsible for the smooth running of the entire IT infrastructure of the Bureau. The role also entails the supervision, implementation, and maintenance of the Bureau’s end-user computing needs.
  • The successful candidate will have advanced skills, a proven professional experience, and a detailed knowledge of public service best practice processes.

Job Duties / Responsibilities

  • Manage information technology and computer systems of the Bureau.
  • Plan, organize, control, and evaluate IT and electronic data operations.
  • Manage the training, coaching and performance of IT support staff.
  • Ensure security of data, network access and backup systems.
  • Identify problematic areas and implement strategic solutions in good time.
  • Preserve assets, information security and control structures.

Job Requirements
Basic requirements:

  • Bachelor’s Degree or equivalent in a core ICT related discipline (e.g., Computer Science, Computer Engineering, information and Communication Technology, Information Systems, Software Engineering etc.).
  • Excellent knowledge of technical management, information analysis and of computer hardware/software systems.
  • Expertise in data center management and data governance.
  • Hands-on experience with computer networks, network administration and network installation.
  • Team management skills.
  • Skills in PHP, .NET and database management.

Professional Qualifications:

  • A Master’s Degree and relevant professional experience and certification is an added advantage.

Experience:

  • Minimum of 7 years’ experience in a similar role.
  • Age Bracket:18 – 50 years old.

Information and Communication Technology Officer (Grade Level 08)

Grade: Level 08

Job Description

  • The Information and Communication Technology Officer`s role entails the daily oversight and use of data systems.
  • The officer is responsible for the efficient organization, storage, and analysis of data with attention to confidentiality, integrity, security and accessibility.

Job Duties / Responsibilities

  • Enforcement of policies for effective data management.
  • Enforcement of rules and procedures for data sharing and data management.
  • Provision of end-user support, management of the security of data systems and adherence to all relevant laws, regulations, and standards.
  • Assist with reports and data extraction when needed.
  • Monitor and analyze information/ data systems and evaluate their performance to discover ways of enhancing them.
  • Ensure digital databases and archives are protected from security breaches and data losses.
  • Troubleshoot all information technology challenges and escalate for resolution when necessary.

Job Requirements
Basic requirements:

  • A Bachelor’s Degree in a core ICT related discipline (e.g., Computer Science, Computer Engineering, Information and Communication Technology, Information Systems, Software Engineering etc.).
  • Excellent understanding of data administration and management functions.
  • Familiarity with modern database and information system technologies.
  • Proficient in MS Office (Excel, Access, Word etc.).
  • An analytical mindset with problem-solving skills.
  • Excellent communication and collaboration skills.
  • Proficient in database management.
  • Skills in PHP and .NET

Professional Qualifications:

  • Data analytics, data visualization and programming skills are an added advantage.
  • Age Bracket:18 – 50 years old.

Unit Head – Account and Finance

Grade: Level 14

Job Description

  • To oversee all financial planning and strategy of the Bureau. The candidate must be a reliable professional with broad knowledge of accounting and financial principles.

Job Duties / Responsibilities

  • Drive the financial planning of the bureau by analyzing its performance and adherence to all relevant rules and regulations on public finance.
  • Constant oversight of the Bureau’s financial position.
  • Set targets for and supervise all accounting and finance personnel (management accountants, internal auditors etc.).
  • Oversee all audit, internal control operations and financial management systems.
  • Develop the corporate fundraising strategy and manage relationships with partners.
  • Ensure efficient utilization of resources and implement cost-cutting measures.
  • Prepare timely and detailed reports on financial performance on a quarterly and annual basis.

Job Requirements
Basic requirements:

  • Bachelor’s Degree or equivalent in Accounting and duly certified by ANAN or ICAN.
  • In-depth knowledge of corporate finance and accounting principles, laws, and best practices.
  • Solid knowledge of financial analysis and forecasting.
  • Excellent organizational and leadership skills.
  • Outstanding communication and interpersonal abilities
  • A Master’s Degree or other relevant qualification is an added advantage.

Professional Qualifications:

  • Relevant professional qualifications such as ICAN or ANAN

Experience:

  • Minimum of 12 years’ experience in a similar role, in accounting.
  • Age Bracket:18 – 50years old

Auditor

Grade: Level 12

Job Duties / Responsibilities

  • Act as auditor-in-charge and supervisor.
  • Ensuring audit programs and testing are executed according to Audit policies and guidelines.
  • Examining financial statements for accuracy and legal compliance.
  • Maintain quality service by establishing and enforcing Organizational standards.
  • Maintain professional and technical knowledge by attending educational workshops/conferences, reviewing professional publications, establishing personal networks.
  • Other duties that may be assigned.

Job Requirements
Educational Qualification:

  • B.Sc / HND in Accounting plus ICAN or ANAN. A master’s degree will serve as added advantage.

Experience:

  • 7 years of cognate experience in Audit

Age Bracket:

  • 18 – 50 years old

Accounting Officer

Job Description

  • The accounting officer should be familiar with audits, invoices, and budget preparations.
  • The ideal candidate should demonstrate interest in managing accounting activities and reconciliation of financial records.
  • The role entails the day-to-day management of the bureau`s financial transactions and procedures.

Job Duties / Responsibilities

  • Keep accurate records of all daily transactions.
  • Prepare balance sheets.
  • Process invoices.
  • Record accounts payable and accounts receivable.
  • Update internal systems with financial data.
  • Prepare monthly, quarterly, and annual financial reports.
  • Reconcile bank statements.
  • Participate in financial audits.
  • Assist in budget preparation.
  • Review and implement financial policies.

Job Requirements
Basic requirements:

  • A Bachelor’s Degree or its equivalent in Accounting.
  • Knowledgeable on financial and accounting procedures.
  • Experience on financial software.
  • Advanced MS Excel skills.

Job Duties / Responsibilities

  • Take ownership of pensioners issues and follow problems through to resolution.
  • Develop service procedures, policies, and standards.
  • Keep accurate records and document pensioners service actions and discussions.
  • Mentor and develop Pension Desk Officers
  • Senior citizens engagement and feedback.
  • Maintain an orderly workflow according to priorities.

Job Requirements
Basic Requirements:

  • Bachelor’s Degree or equivalent in any Social Science related discipline.
  • Working knowledge of relevant customer service software, databases, and tools.
  • Strong client-facing communication skills.
  • Advanced multi-tasking and team management skills.
  • A service delivery orientation.
  • Familiar with the use of Customer Relationship Management.
  • Ability to speak the language of the environment is an added advantage.

Experience:

  • Minimum of 12 years’ experience in a similar role.

Job Duties / Responsibilities

  • Assist in analyzing Data of Prospective and existing Retirees.
  • Assist in Research, compare trends in the stock exchange/financial market and provide insight to the Bureau.
  • Assist in tracking of remittances by Ministry of Finance.
  • Assist in tracking of remittances to Retirement Savings Accounts (RSAs) by Pension Fund Administrators (PFAs). Monitoring State Investment Asset (employer and employees plus the return on investment) and provide update for decision making.
  • Assist in conducting monthly reconciliation of remittances and reports.
  • Assist in monitoring inflation trends to guide decision making on investment assets.
  • Provide report on retirement projections on prospective retirees.
  • Assist in maintain the quality service by establishing and enforcing Organizational standards.
  • Improve professional and technical knowledge by attending educational workshops/conferences, reviewing professional publications, establishing personal networks.
  • Other duties that may be assigned.

Job Requirements
Education Qualification:

  • B.Sc. in Economics

Professional Qualifications:

  • Membership of Nigeria Economic Society (NES) is an added advantage

Experience:

  • Cognate working experience in Analytics /Metrics is also advantage
  • Age Bracket:18 – 50years old.
