MEAL Officer

Number of Opening : 2

Reports To: Finance Coordinator

THE OPPORTUNITY

The MEAL Officer will support the MERL Coordinator and Project Coordinator in ensuring that all activities are carried out in accordance with the objectives, beneficiaries\’ criteria, budget and deadlines. As the MEAL Officer, you will ensure the effective implementation of the project in line with GPON\’s monitoring and evaluation framework, the updating of the project\’s monitoring and evaluation plan and its effective & efficient implementation.

You will also monitor and update the Project Implementation Plan, identifying data sources to capture performance and impact indicators in collaboration with the project team. It will also be your responsibility to participate in the development and regular updating of the project database, as well as the mapping of project areas and support the project team and its partners in the identification of critical events that can enable the formulation of lesson learned, and the taking into account of decisions favouring the success of the project.

ABOUT YOU

The M&E Officer should have a degree in Social Sciences, Statistics or an equivalent, along with experience in a development organisation.

You must be familiar with the context in Northwest, and have a good command of IT tools. Your atleast one (1) year experience in research and evaluation, participatory planning, monitoring and evaluation, and the development of community development projects will be an added advantage in you accomplishing the obligations of this role.

Job Overview/Summary

The purpose of the MEAL Officer position is to coordinate the collection, compilation, consolidation, and analysis of data, and track programs/ projects activities, monitor progress and support impact measurement across Zamfara states.  S/he will also serve as the focal person for all development research, engage in reflective practice, and generate lessons from projects/program and prepare MEAL plans for GPON/CP/EIE Outcome sectors.  S/he is responsible for establishing and ensuring better field level data management systems for the core program s/he assigned to and coordinates the proper and timely evaluation of project objectives/impact.  S/he will contribute to the existing client response mechanisms and ensure program staff participation in MEAL activities.  The position holder will closely work with the project coordinator, front line staff, and community/facility volunteers.  S/he also will work closely with the MEAL unit on technical matters and reports to the MEAL Coordinator.

Key Areas of Accountabilities

Monitoring and Evaluation:

  • Develop robust MEAL plans, systems, processes, and tools for the project in line with GPON and donor requirements.
  • Take the lead in data collection efforts for the project, ensuring accuracy and timeliness.
  • Conduct in-depth data analysis to derive actionable insights and recommendations from project data.
  • Execute quarterly monitoring, and accountability activities to enhance project performance, including quality benchmarks, data quality assessments, and/or data quality assessments.
  • Document data collection and analysis findings, contributing to comprehensive and informative reports.
  • Ensure monthly updates to the GPON’s Project reporting Information Management & Evidence system logframe, accurately reflecting project progress and achievements.
  • Monitor the implementation of programs, ensuring that activities are carried out according to standards and protocols.
  • Accountable for the recruitment of enumerators and support in other survey including engagement of consultants.

Accountability:

  • Ensure the project is implementing the 3 pillars of Accountability – Information sharing, participation and feedback & reporting and providing relevant documentation.
  • Assist in establishing robust accountability mechanisms, ensuring the voices of project participants are considered in project adaptation/design and implementation.
  • Conduct periodic community feedback and stakeholder meetings to gather input, feedback, and insights on the program, enhancing community engagement, and promoting transparency and accountability.

Knowledge Management & Learning:

  • Actively engage in program learning initiatives, facilitating discussions and knowledge-sharing sessions among project teams.
  • Support in the archiving of Project Documents in the Resource Centre
  • Support in the development of case studies and success stories for the project.

Information management and reporting

  • Support in reviewing and maintaining centralize project information management system.
  • Responsible for compiling and reporting monthly sector working group report such as 5W.
  • Ensure high quality data are available on a regular and timely basis for reporting and programmatic decision making.

Qualifications

  • Minimum of B.Sc. Degree or equivalent qualification in Education, Demography, Statistics, Information Technology, Computer Science, or any related courses.

Skills and Experience:

Essential:

  • At least 3 years of experience working in MEAL for Humanitarian/developmental organizations.
  • Experience in implementing education or child protection programs is an added advantage.
  • Very good communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively.
  • Excellent English communication skills, both written and verbal.

Finance Officer

The opportunity

GPON Kastina and Zamfara Office are seeking to hire a full-time Finance Officer. The role will provide timely, accurate financial information and ensure that grant expenditures align with specific SCI/donor requirements. The role reports to the Finance Coordinator.

About You

  • We are looking for applicants with a bachelor\’s degree or higher national diploma in accounting, finance, or a related field of financial/business administration.
  • The candidate should possess at least 3 years’ of experience in a similar role and at least 2 years’ of working experience in managing financial and administrative systems for donor-funded projects. Payments and Journals Processing

  • Maintain records of expenditures in accordance with payment ledger and Chart of account in QuickBooks
  • Review and ensure require supporting documents for employee, supplier and partner payment it includes payment requisition, invoices, payment request, Good received note and availability of budget in respective projects before booking of expenditure.
  • Ensure all payment documents accuracy, expenditure line and approvals have been obtained as per the active Delegation of Authority (DOA).
  • To ensure the payment request is properly filled out as per the standard payment request format with full information of beneficiary.
  • Create vender in QuickBooks
  • Update manual payment register of QuickBooks transection and prepare payments

Education Officer

Job Description

  • The Education Officer(s) will support education sector programme implementation in the respective state under the guidance of the Programme Coordinator for rFirst Emergency Response education project.
  • This includes, supporting in the development of the Detailed Implementation Plan, participating in stakeholders’ meetings, and contributing to narrative reporting. The job holder will also be working closely with stakeholders at the local community, school, local government area, and State level.
  • Under the guidance of the Programme Coordinator and working closely with the project team members, including implementing partner the Education Officer will ensure that the education activities designed are carried out in a coordinated manner and in line with donor requirements, GPON standards, project agreement and commitments.

Key Areas of Accountability

Project Coordination & Management:

  • Support the implementation of the Education component for IDPs and host communities across the respective refugee hosting States in line with the project design.
  • Ensure accurate project documentation, including collection of monitoring data and tracking of progress on output indicators; utilize data to contribute to reports as required.
  • Support in facilitating relationships with refugees/host-communities and community leaders to ensure buy-in and Do No Harm
  • Sustain positive working relationships with the implementing partners, government officials and other key stakeholders and work in collaboration with relevant education authorities to support the review of the relevant policies in the state.
  • Support the Programme Coordinator in overseeing the planning and coordinating of State and LGAs level engagement with education authorities and other key stakeholders including GPON Implementing partner, and UNHCR.
  • Contribute to monitoring and submission of timely and quality reports as per the reporting requirements.
  • Working closely with the Programme Coordinator to ensure quality programme delivery, documentation and reporting of education activities in the respective State.

Operational Planning and implementation:

  • Work closely with the Education Coordinator in developing, implementing, monitoring project detail implementation plan, procurement plan, phased budget, MEAL Plan with documentation and reporting for all education interventions in the State.
  • Recommend technical solutions to speed up the implementation and budget performance of education activities in line with the project proposal, work plan and budget.
  • Effectively support the education projects staff and partners in developing weekly, monthly, quarterly plans, in line with EIE best practices, and ensure compliance with the agreed work plans and that programme objectives and targets are being achieved in line with the project proposal, work plan and budget.
  • Maintain high standard of transparency and accountability during programme plan and expedite implementation while ensuring integrity and timeliness of project duration and meeting programme objectives, compliance with donors & GPON policies.
  • Support in providing regular operations and implementation updates to the Programme Coordinator on project progress and challenges to allow for timely interventions and corrective actions by GPON management.
  • Ensure the timely reviews and adjustments for the project operational and implementation plan and budget as may be required from time to time.
  • Working closely with the Programme Coordinator to ensure that partners are well guided, supported and their capacity built in community mobilization, advocacy and reporting.

Financial and Narrative Reporting:

  • Suggest necessary report revisions and prepare draft reports for corrective actions as it relates to education activities.
  • Participate in reviewing all programme financial reports ensuring that donor guidelines have been followed and are of high standards.

  • Support in collecting and managing complaints and feedback in close coordination with MEAL team and project Team.
  • Participate in regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions.
  • Monitor programmes/ projects activities to ensure quality, timeliness and adherence to both Donor and GPON policies and procedures.

Gender and Disability Inclusion Officer

ROLE PURPOSE:

The Gender and Disability Inclusion Officer will support the SCI-FER project  team and provide technical support to guide and inform gender disability-inclusive programming through an “integrated approach” in project locations.

The Gender and Disability Inclusion Officer will support in mainstreaming gender and disability as cross-cutting themes for all the programmatic activities. S/he will ensure gender and disability is integrated into the results-based management frameworks, strengthen and support disability inclusion, apply gender equality strategies and facilitate gender equality capacity strengthening for field teams via training and tool development. S/he will not only ensure SCI-FER programmes are disability-inclusive and gender sensitive but aims to provide support to make such programmes become gender sensitive.

Under the guidance of the Gender Specilaist, the Gender and Disability Inclusion Officer will ensure that gender issues identified in the proposal are addressed, and that activities are responsive to the needs of girls, boys, men and women; and also, that all materials and trainings are inclusive.

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation, Coordination & Management:

  • Lead capacity building for SCI-FER staff and partner organizations members on gender and disability inclusion, including developing initiatives to make existing learning environment gender-responsive and inclusive for girls, boys and other marginalized children in the project states.
  • Guided by gender analysis, the Officer will support in advocacy to identify and support stakeholders in developing mechanisms to address policy and system barriers to girls’ education.
  • Coordinate project activities between thematic areas and other implementing partners.
  • Conduct regular gender analysis, support community mapping and safety audits to identify and address access and financial barriers to girls’ education in the states.
  • With support from the programme team, formulate key gender messages and targets from lessons learned, assessments, research and evidence gained through project implementation.
  • Contribute to the development and implementation of FER objectives and initiatives, both short and long term, encompassing a wide range of issues with a gender lens.
  • Acquire information and understanding of key gender issues in the country particularly in the project states focusing on boys and girls (e.g., GBV, SHR etc.) and adapt strategies as necessary.
  • Ensure a focus on gender equality, gender mainstreaming and disability inclusion in all components of project implementation.
  • Develop and facilitate gender and disability inclusion components in training materials, needs assessment and other project tools and resources.
  • Ensure accessibility of gender responsive IEC materials developed on the project.
  • Support GPON to identify and address the intersectionality of gender and disability in project planning, implementation, monitoring, and evaluation.

MEAL

QUALIFICATIONS AND EXPERIENCE

Essential Criteria

  • First degree or equivalent in Social Science, development studies, gender & development or equivalent combination of relevant training and experience. Advanced degree will be an added advantage
  • At least 3 years-experience implementing on issues of gender and inclusion, including adolescent sexual reproductive health across either development, humanitarian or refugee setting.
  • Proven experience in supporting the designing, implementing, and evaluating disability-inclusive and gender-transformative social and behaviour change communication interventions.
  • Experience in supporting the implementation of disability-inclusive and gender-transformative approaches in any context.
  • Ability to work independently and collaboratively in a team setting with minimal supervision.
  • Specific knowledge of international development, disability inclusion and gender equality issues; experience engaging children and other community members on gender equality issues desirable.
  • Demonstrable understanding of applying the principles of the Convention on the Rights of Persons with Disabilities in project cycle management.

Advocacy Officer

Reports To: Communication Development Coordinator

KEY AREAS OF ACCOUNTABILITY 

Strategy development and implementation

  • The Advocacy Officer will provide leadership in advocacy, learning and policy support to the area office on Education, Child Protection and Public Investment in Children and ensure there is a coherent process linking the county and national level advocacy efforts.
  • Maintain an in-depth understanding of key budgetary cycle moments, law and policy reform initiatives at the County.
  • Ensures that all advocacy messages and documents are evidence-based and of high quality.
  • In close collaboration with education, health and Child protection teams, the Head of Advocacy, Head of Health & Nutrition, Child Protection & Education TS, Communication Manager, develop and implement county advocacy strategies that will seek to draw synergies in integration, CP, education, MNH with other sectors. Responsible for the delivery of an annual implementation work plan.
  • Develop and implement relevant context specific strategies for effective education, child participation within the advocacy activities in collaboration with the field office teams and relevant staff at the country office.
  • Support Programme Managers in identifying policy and practice change, which would improve child survival, leaning and protection outcomes for children.
  • Support budget advocacy and budget tracking to improve revenue generation and public investment in children for child welfare interventions at county level in collaboration with other CSOs.

Advocacy and Communications

  • Lead the state monitoring and evaluation of advocacy-related objectives, mapping of key opportunities and events, organisation of GPON ‘moments’ and events.
  • Linking to international process and in collaboration with field office staff and technical specialists oversee the development of advocacy materials – including policy briefs, position papers, press releases, Questions and answers and opinion pieces for county and national advocacy.
  • Develop good knowledge of county government structure, political processes and key decision-making structures and how to influence them on issues related to education, MNH, CP and domestic resource mobilization. Conduct power mapping to identify and engage key influencers in the County for increased resource mobilization and allocation to child survival interventions.
  • Develop emergency contingency plans in case of eventualities within the two counties, including through the use of household economy analysis(HEA) Baseline and Response Analysis information
  • Lead the production and/or contribute to the development and dissemination of policy briefs/IEC fact sheets and county profiles to get Education, especially Breadth of Skills and other field office projects including MNH and CP on the policy agenda at the county levels.
  • Build systems for research, analysis and documentation that underpin evidence based advocacy and influencing at county level. This will include undertaking audience research and knowledge services mapping to inform communication and advocacy work.

Building Partnerships

  • Identify local networks and coalitions and develop sustained partnerships/ alliances that are critical in the dissemination and/or application of research findings and/or learning to influence the policy and practice landscape. This includes representing GPON at strategic forums, networking with strategic CSOs, Head Teachers’ Associations and other social movement processes that are relevant to GPON’s policy work.
  • Support area offices to build partnerships with communities and programme beneficiaries in establishing accountability mechanisms, capacity building and knowledge management.
  • Support the capacity building of programme and field staff and key partners on advocacy through training, sharing best practices and supporting learning and knowledge management.

Programme Development & Management

  • Participate in proposal development processes, in particular liaising with relevant Technical Specialists and programme staff to ensure that advocacy approaches are integrated within and contribute to the achievement of project results and objectives and that sufficient funds are budgeted for implementation.
  • Participate in GPON programme meetings and related sessions to draw out research-based advocacy messages in programmes.  Keep abreast of current research, national and donor policies and debates in Kenya, relevant to advocacy for Education.
  • In collaboration with programme managers, monitor and evaluate child survival, development & protection communication and advocacy activities within budgets, ensuring that indicators and methods are in place to allow evaluation of the achievements and develop regular reports on progress. Post holder will also contribute heavily to the design, development, implementation and dissemination of any Education, H&N, CP and DRM related research.

QUALIFICATIONS AND EXPERIENCE

  • An academic qualification directly related to Political Science, Governance, International development or Community development.
  • At least 3 years of experience in advocacy work, as well as contributing to the development and implementation of advocacy strategies. Experience working within the education sector is an added advantage.
  • Highly knowledgeable on Child Rights Governance including; Public Investment in Children
  • An understanding of policy and legislative development processes at both national and county levels.
  • Superior written communication skills, including the ability to translate complex arguments into accessible English for a non-specialist audience, and the ability to write articles that would be published in the mainstream press.

Clinical Psychologist

Reports To: Protection Specialist

Due to the urgency of the position, GPON has the right to recruit a candidate who matches the required profile before the above deadline.

ROLE PURPOSE:

The key purpose of this post is to provide psychosocial support services in compliance with the relevant GPON guidelines at the country office level in support to First Emergency Response program. Under the supervision of Response Protection Specialist, the psychologist will be responsible for providing individual/group sessions for at risk children and youth in need of psychosocial support identified through the project activities and referrals. S/he will be responsible to conduct the needed assessments and customize the session topics based on the identified needs of the target group. S/he will also be responsible for organizing group support and awareness sessions to children at risk and their families, and refer those with acute psychological needs to specialized services. The role holder might be at least 80% working in the field with frequent travels outside duty station.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Project implementation:

Psychological Support Services:

  • Contribute to the design/update of intake forms, session plans, and follow-up forms for children and their families.
  • Collaborate with the MEAL team to administer the psychometric assessments upon need and deliver reports accordingly.
  • Develop psychological intervention plans for identified cases and follow up on them regularly.
  • Conduct one to one and group counselling sessions with children and families referred from the project other activities and from other projects by coordination with Case management.
  • Identify, assess, refer severe cases to appropriate psychological/psychiatric service providers.
  • Prepare and submit individual case reports for all cases on their caseload and document case progress.
  • Attend one to one and group supervision meetings (face to face and online) to discuss the above-mentioned documents and for seeking support.
  • Ensure that all psychological interventions offered are informed by current scientific evidence.
  • Adhere to the highest standards of practice.
  • Work closely with the project officer and project manager to develop and implement the project work plan and activities.

Other Project Activities:

  • Assist the PSS project team in material development, training deliveries on topics regarding needs identified.
  • Collaborate with the MEAL team to administer remote follow up (By phone or online) and surveys to verify the quality of MHPSS activities.
  • Ensure accurate monitoring & evaluation and indicator tracking plans for the MHPSS component with support of Monitoring, Evaluation, Accountability and Learning (MEAL) team.
  • Work closely with the MEAL officer and assistant to ensure appropriate accountability and feedback mechanisms are established within the project.
  • Ensure that the activities are implemented in a full respect to the child safeguarding polices of GPON.
  • Support in staff well-being activities that doesn’t affect the professional relationship and confidentiality of staff (For Example: peer to peer support groups, work related stress awareness raising and stress management training).
  • Support in the administrative and logistics work related to MHPSS operations within the project.

Reporting and Documentation

  • Draft concise, useful and analytical reports, case studies, and other documents as needed on a monthly and quarterly basis and as requested by GPON, donors and other stakeholders.
  • Regular reporting to project Officer with projects updates.
  • Organize and maintain project filling system.

In case of Emergency:

  • Promote children\’s rights, contributing to their well-being and protection in times of emergencies, guided by humanitarian principles and code of conduct.
  • During emergencies, he/she should act in a way that facilitates GPONs response to emergencies, giving priority to all assigned.
  • Be prepared to support GPON interventions in response to emergencies and show needed flexibility

Safeguarding

  • Ensure that the gender component of project complies GPON’s safeguarding policies
  • Work with the project safeguarding officer to ensure that all gender and inclusion activities have a safeguarding risk assessment and mitigation measure in place

Job Summary

  • The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) orintensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
  • The role holder will be responsible for the provision and management of effective administrative services in the Kastina and Zamfara
  • The Administration Officer will contribute to ensuring that GPON’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to GPON Quality Standards and endeavors to implement effective administration systems.

KPI:

Administration and Office Management:

  • Management of Office facilities and travel for the Country operations
  • Ensure the office is adequately equipped with sufficient levels of supplies (consumables, stationery, equipment) etc, is fully functioning and fit for purpose to enable all staff to operate with maximum efficiency
  • Store Management (Stationaries and consumables)
  • Develop, manage, and oversee effective relationships with service providers suppliers, landlords, etc, ensuring transparency and value for money
  • Manage and supervise the Office Assistants and cleaners.
  • Liaise with the Programme Operations (field and Abuja) to ensure that shared office support functions run smoothly, and resources are used efficiently and effectively
  • Ensure compliance with GPON Policies and Guidelines
  • Oversee the maintenance of the office premises/residences, furniture, fittings and all equipment in a fully functioning state
  • Pro-actively identify potential problems affecting staff, proposing solutions and working to put them in place

Travel, Logistics & Events:

  • Oversee the management for all travel, business visas, and accommodation for visitors, consultants, and staff on official GPON business. Ensure that travel is on schedule and cost effective and that visits to Country Programmes occur with a minimum of disruption and downtime
