Anesthetist

Key responsibilities:

  • Evaluate the activity of anesthesia and resuscitation, training and coaching;
  • Organization in the operating room (block pharmacy, inventory and order);
  • Practice of anesthesia and monitoring of patients;
  • Implementation of anesthetic and resuscitation protocols;
  • Ensure pre-anesthetic visits and fill out the cards for any patient passing through the block;
  • Categorize patients according to the risky anesthetics (ASA1-6);
  • Ensure the resuscitation training of the newborn and the adult in the other units (IPD, SC, SRH);
  • Ensure the sterilization is proceeding in the international and standards norms;
  • Ensure the utilization of antibiotic and analgesic are following standards norms;
  • Use of standard WHO protocols;
  • Operating department register (that can be followed up by the operation theater nurse or anesthetist);
  • The anesthetist is partly responsible for the traceability of operating room activities and sterile medical devices as well as the control of disinfection and sterilization procedures;
  • Analyze the situation, anticipate the associated risks according to the type of anesthesia, the patient’s characteristics and the intervention and adjust the anesthetic management;
  • Implement and adapt the anesthesia procedure according to the patient and the course of the procedure;
  • Assure and analyze the quality and safety in anesthesia resuscitation;
  • Analyze the behavior of the patient and ensure support and information adapted to the situation of anesthesia;
  • Internal investigation for each surgical death.

Position Requirements:

  • Doctor with a Degree in Anesthesiology;
  • Nurse specialized in Anesthesia resuscitation with a minimum of 3 years of experience;
  • Anticipate and set up an organization of the anesthesia site according to the patient, the type of intervention and the type of anesthesia;
  • Respect for the strict rules of health and safety of the patient;
  • Supervision and control of surgical instruments, drugs and material;
  • Supervision of the sterilization procedures;
  • Coordinate some actions with stakeholders and train professionals in the context of anesthesia-resuscitation, intra and extra-hospital emergency and pain management;
  • Flexibility of adaptation to work with some limited resources;
  • Adhere to the values of the ACF charter.

 

Community Mobilization Officer

Key responsibilities:

  • Implement the mobilization activities at LGA level in line with the work plans while adhering to deadlines;
  • Develop a community mobilization and sensitization plan for effective program delivery;
  • Identify methods of community mobilization that enhance partnership & coordination with government official and local communities, internal integration within sectors and programs (Health, Nutrition, WASH, etc.);
  • Identify areas of cross-program linkages within ACF programs in assigned LGA to ensure program quality and adherence to program objectives, including respect of ACF technical guidelines, systems, and established deadlines;
  • Develop strong relationships with community members and also maintain contacts with the relevant gate keepers and humanitarian actors at site level, in order to support the participation and inclusion of the local communities;
  • With technical support from DPM, mobilize CM team and conduct focus group discussions on identifying community perceptions about malnutrition, diseases, care seeking behavior across different age and gender groups chips agents;
  • Liaise with nutrition and health assistants for accessing community support group database; health facility database on a regular basis and updating overall health facility based activities;
  • Support Assistant Community Mobilization Officers, promoters and volunteers in conducting community census (House to house visit) to identify beneficiary households;
  • Organize and facilitate trainings for community promoters and health workers on care group modules & lesson plans;
  • Prepare budget plan for trainings, logistic requirement, financial requirement according to existing procedures and share with Health and Nutrition PM for necessary support;
  • Facilitate strong linkage between the facilities and community level activities through liaison with health and nutrition educations/CHEWS based at  the health facility;
  • Support community mobilization teams (Assistant CMO, Promoters) in preparing monthly action plans for each team member in line with care group implementation work plan;
  • Support the LGA to consolidate quality facility data in timely manner;
  • Review and analyse data and provide feedback to LGA and health facilities provided;
  • Share quantitative report and summary narrative report with Deputy Nutrition PM;
  • Coordinate with Action Against Hunger support departments for appropriate guidance on procedures such as recruitment, procurement, transport, cash withdrawal for program activities at base level;
  • Ensure regular coordination and collaboration with health and nutrition officers and health facilities on referrals;
  • Coordinate with ACF support departments and ACF sector departments with the help of PM to ensure a common approach and sharing of information;
  • Represent Action Against Hunger with local authorities, partners and other program stakeholders at LGA level with support from Nutrition and Health PM.

Position Requirements:

  • Minimum of Bachelor’s degree in Community Development or related studies, Education, Sociology, Psychology, Communications, or related social science field;
  • 2 years’ experience in community mobilization work particularly in a humanitarian context;
  • He/she must have experience in Nutrition/Health and /or WASH programming and community engagement;
  • Ability to communicate effectively with a wide range of audiences at local and state level;
  • Excellent interpersonal skills, flexibility, adaptability and ability to work effectively as a member of a team;
  • Ability to build and maintain relationships with community members and leaders, partner agencies and key contacts in the government;
  • Previous supervisory role and working knowledge of MS office;
  • Strong sense of organization and attention to details;
  • Fluency in spoken and written English. Hausa and Kanuri will be an advantage.

 

Logistics Officer

Key responsibilities:

  • Supervise allocation and use of equipment related to facilities; radio communication; check on regular basis the needs of products and equipment for all Action Against Hunger facilities;
  • Follow-up and monitor installation, maintenance and repair of equipment in all Action Against Hunger facilities;
  • Ensure with the support of the fleet assistant that Action Against Hunger standard vehicle and generator fueling, maintenance and repair processes are implemented and adhered with, logbooks are filled, consolidated and monitored on a regular basis and reported monthly;
  • Ensure with the support of the fleet assistant that all drivers follow Action Against Hunger standard procedures for weekly checks and vehicle documentation (Log book, movement log);
  • Draw up daily, weekly and Monthly work plan with the radio operator, fleet assistant, and facility assistant, delegate the activities and check that they are executed properly;
  • Ensure that all drivers are aware of Action Against Hunger’s standard operating procedures, safety and security rules for movements;
  • Develop a monthly planning of purchase for the materials required for the facility management; draft PRs; and ensure quality control of deliveries from suppliers;
  • Collect and analyze monthly reports for inventory, running costs of vehicles and generators, the narrative report of activities, facility equipment list;
  • Provide useful improvement for construction, rehabilitation and maintenance of structures for the operation of the base (programs, offices, house and warehouse.)

Position Requirements:

  • A minimum Bachelor’s Degree with professional experience in Logistics and Procurement with an NYSC completion certificate;
  • At least 2 year proven experience in Logistics management;
  • Excellent attention to detail, highly organized, rigorous, self-motivated, strong sense of responsibility, ability to work independently;
  • Expert User of Microsoft Office Suite 2013 (Word, Excel, PowerPoint, Outlook);
  • Ability to manage and follow work plans;
  • Capacity for analysis, synthesis and reporting of large amounts of information;
  • Ability to think outside the box in problem management;
  • Strong verbal, written and communication skills;
  • Ability to maintain confidentiality;
  • Ability to work effectively in diverse, cross-cultural teams in a complex, multi- site work environment;
  • Fluent in English;
  • Good interpersonal skills – approachable, diplomatic, able to negotiate, influence, give and receive effective feedback, be a team player;
  • Ability to manage stress effectively and juggle competing priorities;
  • Experience in supervisory position an asset;
  • Previous experience working for NGOs an asset, particularly international and/or health related NGOs;
  • Fluency in one or more national or regional languages an asset;
  • Proficient in IT and networking technology.

 

Monitoring, Evaluation, Accountability and Learning Manager (Maternity Cover)

Key responsibilities:

  • In collaboration with the MEAL HOD and DHOD and field teams, lead in the preparation of comprehensive M&E plans for each project to capture quantitative and qualitative data for project performance tracking and reporting;
  • Support M&E Officer in development of ToRs and data collection tools for surveys, needs assessments, mid-term and project reviews/evaluations, including sampling and assessment methodologies;
  • Undertake regular visits to the field to support implementation of M&E and to identify milestones and challenges where adaptations might be needed;
  • Promote in all projects the use of participatory data collection techniques involving beneficiaries, institutions and partners in the process;
  • Support the MIS officer for the operationalization of the use of  mobile data collection systems and other technologies to strengthen monitoring and reporting of activities;
  • Work closely with other technical staff in order to agree on the scope of mapping, define data needs, project requirements, required outputs, and participate in undertaking mapping;
  • Support development and revision of internal and external reports, ensuring compliance with donor requirements and that reports reflect an actual representation of field implementation activities and results based on MEAL findings;
  • Provide feedback to program and operational reporting templates that facilitate the timely and accurate acquisition, aggregation and analysis of information in programs;
  • Develop monthly workplan for MEAL field team and ensure timely sharing with MEAL technical team;
  • Support the set up of FCM channels at base level in collaboration with Accountability Officer;
  • Support timely resolution of complaints received from beneficiaries and stakeholders;
  • Support Accountability Officer in FCM reporting requirements;
  • Ensure that confidentiality and proper data protection related to beneficiary feedback and complaints are respected;
  • Support the Accountability Officer in conducting training for field teams and external stakeholders;
  • Support investigation of sensitive complaints, if required by the audit department;
  • Liaise closely with MEAL HOD and DHODs to understand and support the welfare of MEAL staff at all regions to ensure good working conditions and performance enhancement;
  • Support program managers in logistical and budget planning of MEAL activities;
  • Support MEAL HOD and DHODs in ensuring that lessons in planning, monitoring, evaluation, accountability and impact assessment are documented, shared and considered in the design of new projects and technical plans and are discussed during periodic program reviews and ultimately fed into current work and future program development;
  • To represent ACF at state level and where appropriate, cluster, working groups, workshops and strategic think tanks related to the department;
  • To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies, consortia/alliances/partnerships and other relevant external stakeholders;
  • To ensure coherent and correct application of ACF guidelines and policies within the M&E department and across the organization.

Position Requirements:

  • Minimum of 5 years of previous experience working with NGOs covering multi-sectorial programming;
  • Proven management and coordination skills (HR, projects, and stress management);
  • Proven experience in a manager role in monitoring and results management;
  • Proven ability to translate analysis and evaluation into operational planning and strategy;
  • Knowledge and experience in qualitative and quantitative data management techniques including proficient and skillful use of SPSS, STATA, EXCEL, Epi-info software’s;
  • Experience on project monitoring and evaluation with special emphasis on activity monitoring, data management including data collection, analysis and storage;
  • Advanced knowledge of international humanitarian guidelines and standards including those of donors;
  • Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity
  • Ability to work independently and under pressure in a rapidly changing professional environment;
  • Diplomacy and good interpersonal skills, with the ability to remain calm under pressure and not lose sight of strategic priorities;
  • Ability and willingness to travel regularly to remote field sites;
  • Experience in insecure context;
  • Experience in  conflict-related displacements and nutrition crisis contexts;
  • Familiarity with major institutional donors (OFDA, ECHO, UN, DFID, FFP…) reporting and regulations;
  • Experience with mat least one of the core sectors of intervention of Action Against Hunger (Nutrition and Health, WASH, Food Security and Livelihoods);
  • Knowledge of local languages (Hausa, Kanuri, Fulani, etc.).

 

Obstetrics and Gynecology Doctor

Key responsibilities:

  • In collaboration with the midwife/nurse, provide the best obstetrical and new-born care in the maternity ward, in the delivery ward, and in the outpatient clinic, if present;
  • In collaboration with the anesthetist (nurse or doctor), provide the best surgical care in the operating theatre (Caesarean sections, postpartum hysterectomies, uterine evacuations, etc.);
  • Provide health care related to gynecology and obstetrics to patients, including prevention, diagnosis and treatment;
  • Diagnose and perform general surgical operations like appendectomy, herniorrhaphy, hydrocelectomy and other minor surgical procedures;
  • Be able to conduct an obstetric ultrasonography;
  • Respect of ACF policies, guidelines, protocols and recommendations towards patient care;
  • Supervise the team to ensure standard infection prevention control practice in the department;
  • In collaboration with the midwife/nurse, supervise the delivery room and intervene in collaboration with the midwife/nurse if needed (vacuum delivery, other complicated deliveries, etc.);
  • Care for the patients hospitalized in pregnancy with medical problems (hypertension, malaria, etc.);
  • In collaboration with the midwife/nurse and the anesthetist, introduction of management tools: registers, post-operative observation sheets, data collection, surgical/anesthetist patient file, operating department register, patient file, etc;
  • With the responsible midwife/nurse, support/collaborate during the training of the midwives/nurses in pre-/per-/post- operative care (recognition of complication signs in the post-operative period, etc.);
  • With the responsible midwife/nurse, support in trainings of managing obstetrical emergencies, family planning or other obstetric/gynecological problems;
  • Use of standard WHO protocols;
  • Supervision and control of surgical instruments, drugs and material;
  • Supervision of the sterilization procedures.

Position Requirements:

  • Minimum of MBBS with at least 3 years’ postgraduate practical obstetric surgical experience;
  • Minimum of 3 years of postgraduate public/NGO experience, having OBGYN specialist training adds value;
  • Trained on Comprehensive Emergency Obstetric and New Care is important and Integrated Management of Neonatal and Childhood Illness/SC is an addition;
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions;
  • Prepared to live and work in an uncertain security environment;
  • Two years relevant work experience in a similar position;
  • Has to be fluent in the English language with use of the Hausa or Kanuri as an added advantage;
  • Fluency in Kanuri preferably.

 

Operation Theatre Nurse

Key responsibilities:

  • Organize the patient’s transport and installation from the operating theatre to the recovery room and carry-out and/or supervise all the post-operative activities (used material collection, operating theatre’s cleaning and disinfection, resetting all equipment and material back), in order to prepare the operating theatre for next surgical intervention or any emergency;
  • Ensure the preparation of the material and equipment (checking the quantity and quality), in the operating theatre and carry-out the reception, transport of the patient from the preparation room to the operating theatre and ensuring his/her installation for surgery;
  • Assist the surgeon and anesthetist during the operation, anticipating their needs, in order to facilitate their job and helping throughout the whole process;
  • Checks vital parameters of the patient with the nurse anesthetist;
  • Implement and follow-up the hygiene, sterilization, asepsis and disinfection protocols and procedures at all times, in pre, during and post-operative activities, in order to ensure the patient and staff’s safety conditions. i.e. waste containers availability, sharps container, checking no material or needles remain in the surgical towels, placing instruments into soak container, take instruments/linen to sterilization unit, etc.);
  • Supervise and train the nurse-aids and cleaners while in the operating theatre in following all appropriate protocols and procedures, in order to ensure the quality of the healthcare given to patients;
  • Perform cleaning and minor maintenance for biomedical equipment used;
  • Follow user manual and protocols and alert supervisor in case of malfunctioning of any device.
  • Control all equipment and material stock to be used in the operating theatre, in order to ensure an efficient and rationale use of material resources while preventing damage and deterioration;
  • Carry-out and supervise administrative procedures and documents (check identity of patient and his/her consent for the operation, fill in patients files, forms, statistics, quantitative surgical data collection, etc.), and report any problematic situations and cases arising, in order to have updated and correct information about the day-to-day activity and ensuring proper transfer of information;
  • Intervene in support of other services whenever needed and work particularly in close collaboration with the accident, emergency department and with obstetrics;
  • Work both in main and minor operating theatre, assist in surgery and wound debridement;
  • Participate in the planning on daily operation schedule during intervention period;
  • Work in collaboration with the psychosocial team in preparing patients for painful procedures such as wound dressings;
  • Work in collaboration with IPC supervisor to follow up on IPC measurements and hygiene in the operating theatre;
  • Control all equipment and material stock to be used in the operating theatre (carry out inventories, checking its quality and its functioning);
  • Carry-out and supervise administrative procedures and document in order to have updated and correct information about the day-to-day activity and ensuring proper transfer of information;
  • Will be required to work in inpatient department/SC as a nurse in between intervention when operating theatre is less busy or at any time when asked by supervisor;
  • Participate inpatient education;
  • Attend ward rounds and actively participate in the follow up of patients evolution;
  • Carry-out on-the-job training for operating theatre staff on equipment, sterilization and other procedures;
  • Attend medical and department meetings as scheduled;
  • Keep a healthy working relationship with both project and MOH staff.

Position Requirements:

  • Nursing diploma with specialization as a theatre nurse essential;
  • Bachelor in Nursing Science (N.Sc) with post graduate theatre nursing specialization desirable;
  • Theatre Nurse with at least 3 years’ working experience in a hospital setting;
  • Language skill fluency in English and local –  Hausa and Kanuri dialects
