Terms of Reference: Senior Governance Advisor to Support IHP Ebonyi

Purpose

  • The overall purpose of the assignment is to provide technical assistance to the Integrated Health Program (IHP) Ebonyi State Director and the team to ensure effective program implementation and achievement of results. This will be accomplished by identifying and addressing barriers and bottlenecks to the implementation of the IHP Ebonyi Fiscal Year (FY) 23 workplan.

 Primary Duties and Responsibilities

  • Conduct an assessment to identify challenges and barriers to effective implementation of the IHP Ebonyi priority areas, including Primary Healthcare (PHC) financing, Financial Risk Protection Reforms, PHC policy implementation, and PHC services delivery, and propose solutions for addressing the barriers.
  • Conduct a brief Political Economy Analysis (PEA) to inform the design of effective strategic approaches for removing the identified barriers.
  • Develop an action plan for implementation of the proposed interventions to remove bottlenecks and ensure activities and interventions move forward according to the program objectives and targets.
  • Effectively engage government and other stakeholders to address barriers to implementation, including through effective negotiation, and conflict resolution.
  • Support the State Director and team members on the process of building, maintaining, and strengthening relationships with key stakeholders, including with public, private, and non-profit sectors to meet organizational strategic objectives; ensure IHP’s optimal participation and visibility at external events; and facilitate effective stakeholder engagement for mutually supportive cross program messaging and representation.
  • Support advocacy to relevant stakeholders aimed at addressing issues on governance, health financing, and COVID-19 response in Ebonyi.
  • Support State Director and the team in negotiating the political landscape for efficient implementation.
    Provide a detailed consultancy report indicating approaches, successes, challenges encountered and implications for the state and IHP.
  • Provide success story ideas with brief story board for IHP TO6 documentary.

Methodology

  • Engage with Ebonyi State Director to agree on a plan of action and expectations.
  • Work closely with the Director, Project Management, and the technical team on the consultancy scope execution, including the identification of challenges impeding project implementation, and devising strategies, mechanisms, and solutions to resolve the bottlenecks for fast tracked project implementation.

Additional Information:

  • The advocacy plan and the action plan shall be precise and specific. For instance, in the case of the advocacy for health financing, the plan shall include areas such as: (1).
  • Health finance transparency, (2). Release of approved health budget including Basic Healthcare Provision Fund (BHCPF) counterpart funds, (3) assent of the Federal Health Insurance Scheme (FHIS) bill by the President, (4) creation of constituency projects to facilitate the appropriation and release of funds to cover vulnerable populations and (5). Integrating the State health AOP budget into the health budget and the State budget through advocacy with the governor and legislature.

Required Qualifications

  • The candidate should possess a Bachelor’s Degree in a related field and Master’s in Public Health, Health Policy or International Relations.
  • He/she should have significant experience working with and/or within the government, with a minimum of 10 years of experience in the related field.
