Background

  • The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014, the IRC moved into Adamawa State in Northeast Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict-affected populations.
  • IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno state, and Damaturu of Yobe State.
  • The IRC is responding at scale to the humanitarian situation across sectors including Education, Child Protection, Health, Nutrition, Women Protection and Empowerment, Environmental Health, Economic Recovery and Development, Protection and Rule of Law, and Governance.
  • In 2015, IRC Nigeria developed a five-year long-term Strategy Action Plan (SAP): The plan has Health, Education, and Economic well-being as high-priority program areas.

Job Overview / Summary

  • The International Rescue Committee (IRC), in partnership with Plan International, the American University in Nigeria (AUN), Inclusive Development Partners (IDP), and Restoration of Hope Initiative (ROHI) is implementing a five-year USAID-funded education programme called ‘Opportunities to Learn’ in Borno, Yobe and Adamawa states between October 2021 and October 2026.
  • The Programme intends to ensure more than 193,854 out-of-school children and youth in the three states are safely able to gain foundational literacy, numeracy, and social and emotional learning (SEL) skills to progress to higher levels of education, training, and or engagement in the workforce.
  • The Safety and Inclusion Officer, based in Yola, will be responsible for ensuring that the inclusion and safety of children and children with disabilities are embedded within all OTL activities in Adamawa state.

Primary Responsibilities

  • Coordinates with technical leads and supports the Inclusion Lead to ensure that disability inclusion is integrated throughout project activities
  • Maintains a close working relationship with the Inclusion Lead and Inclusive Development Partners
  • Supports the review of all project materials, with guidance from the Inclusion Lead and Inclusive Development Partners, to ensure that they are inclusive of children with disabilities
  • Provides supportive guidance to technical and program staff in the areas of inclusion and Universal Design for Learning (UDL), including supporting the development and delivery of training sessions and refresher workshops on equity and inclusion principles as needed.
  • Supports the review of equity and inclusion within the project’s policies and in activities through reports, field visits, and surveys,
  • Participates in project training activities to ensure that inclusive education and UDL principles are incorporated.
  • Responsible for the day-to-day implementation of activities, including site visits to assist with program delivery, CBO mentoring, attendance at community workshops, development of EWSs, school safety plan, community safety plan, and child protection referral pathways.
  • Create awareness on child protection-related topics.
  • Support in the identification and referral of children at risk to access services.
  • Works with state-based program officers on access, TPD, youth, and inclusion to ensure harmonized implementation approaches.
  • Participate in conducting safer learning assessments (SLE) across all learning centers.
  • Conduct monthly/quarterly sessions to review EWS and action plans.
  • Under the supervision of SSPL support in mainstreaming of child safeguarding policies and procedures into program activities to promote a culture of safety for children, and youth.
  • Other duties and tasks as assigned.

  • Position Reports to: Program Manager (dotted lines to Safety and Inclusion Leads)
  • Position directly supervises: None
  • Indirect Reporting: Inclusive Development Partners (subcontractor)

Qualifications

  • Bachelor’s Degree in Special Education, Inclusive Education, International Development, Social Sciences, or a related field.
  • Four years of experience working on programs engaging youth, civil society, education, or public policy, preferably with a strong focus on youth with disabilities
  • Technical knowledge around the rights of persons with disabilities, inclusive education, or related topics
  • Excellent self-management skills, including the ability to manage competing responsibilities under tight timelines
  • Excellent teamwork including the ability to coordinate well with diverse individuals and teams and to engage effectively with colleagues and stakeholders to achieve results.
  • Experience working on youth-centered programs.
  • English language fluency (written and spoken) and a good understanding of the context.
  • Ability to communicate in any of the local languages.
