Summary

  • The work schedule for this position is: Full Time (40 hours per week)
  • Start date: Candidate must be able to begin working within a reasonable period of time (6 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Basic Function

  • The incumbent is a senior advisor and provides technical expertise for the procurement, storage and distribution of antiretroviral medications, laboratory reagents, supplies and other health commodities in support of USAMRD-A/N, and its implementing partner’s (IP) pharmaceutical, commodity, and logistics-related program/project activities.
  • S/he coordinates and monitors pharmaceutical, laboratory reagents, commodity, and logistics programs/projects in order to facilitate the implementation of the USAMRD-A/N strategy through site visits, reporting, and trends analysis.
  • S/he works in close collaboration with others to ensure the availability, quality, and distribution of medications used for HIV/AIDS, TB, and Maternal and Child Health (MCH) treatment activities.
  • S/he ensures high-quality pharmaceutical services are being provided in accordance with national and international standards across U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) sites.
  • S/he works with the USG Commodities Logistics Team to strengthen PEPFAR’s strategic and programmatic directions, and the team’s ability to address pharmaceutical, commodity, and logistics-related programs/projects, with special emphasis on implementing best practices in Nigeria.
  • S/he keeps abreast of current publications and information on pharmaceutical program, issues, and concerns, and their impact on programming in developing countries, in order to advise the USAMRD-A/N and PEPFAR leadership on all issues related to pharmaceutical program/project activities.

Qualifications and Evaluations
Requirements:

Experience:

  • Minimum of five (5) years’ progressive professional level experience in pharmacy, commodity, and logistics management is required.
  • Experience in project design, program planning and implementation of work is required.
  • Experience in supply chain management and the tracking, movement, and delivery of commodities is required.

Job Knowledge:

  • Knowledge of HIV/AIDS, health systems and public health (antiretroviral, malaria and maternal and child heath) commodities and logistics in Nigeria is required, including technical, social, and cultural aspects.
  • Specialized knowledge of the public health aspects of managing specialized pharmacological, commodity, logistics programs, and evidence-based practices and policies (for pharmacological management in particular) are required.
  • Job holder must have an excellent understanding of the public health system in Nigeria and a good working knowledge of U.S. Government public health programs and strategies, especially those related to PEPFAR.
  • A detailed working knowledge of other host government and international supply chain systems is required.
  • Demonstrated knowledge of the concepts, principles, techniques, and practices of GoN policies and programs in the sector is required.
  • Extensive knowledge of quality assurance and use for program evaluation are required.

Education Requirements:

  • A Degree in Pharmacy and a Masters Degree in Public Health – MPH or a Fellowship in Pharmacy from the Nigerian National Postgraduate Medical College or the West African College of Pharmacy is required. Current practicing license from the Pharmaceutical Council of Nigeria is required.
  • Note: NYSC Certificate or Exemption document is required.

Evaluations:

  • This may be tested. Applicants must specify level of proficiency in the language listed.

Language:

  • Fluent speaking/reading/writing English is required.

Skills and Abilities:

  • Ability to understand challenges related to care and treatment delivery in the local context is required.
  • Ability to interact proactively with health facility and Capacity Building Team is required.
  • Must be self-motivated, team player with the ability to delegate.
  • Ability to present antiretroviral and other commodity supply and utilization reports on Excel, PowerPoint and demonstrate capacity to use other Microsoft Office software is required.
  • A high level of oral and written communication skills is required in order to convey program progress and requirements, and to influence other collaborative organizations engaged in health commodities and supply chain management activities.
  • Good working knowledge of computer programs that includes databases and proprietary software is required.
  • Good understanding of higher-level mathematical calculations is required in order to make detailed calculations and represent data collected in numerical charts for reports.
  • Keyboard/typing skills is required, with working speed & accuracy.
  • Ability to travel within Nigeria for up to 25% of time is required.

Agency Benefits:

  • Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Abuja, Nigeria may receive a compensation package that may include health, separation, and other benefits.
  • For EFMs, benefits should be discussed with the Human Resources Office.
  • The pay plan is assigned at the time of the conditional offer letter by the HR Office.
