Child Safeguarding

  • Level 4 – The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

Role Purpose

  • The Programme Officer is a pivotal member of the team, contributing to idea generation, strategic thinking and collaborative team dynamics.
  • S/he is responsible for providing program operations and management support to the FCDO funded Expanding Social Protection for Inclusive Development (ESPID).
  • S/he helps manage the project’s operations, administration, finances, and logistics, and liaises directly with other support functions within SCI.
  • S/he assists with the design and development of project management systems including documentation of activities and processes; supporting program activities, evaluating program effectiveness; and maintaining an orderly flow of information and task.
  • The Program Officer reports to the National Program Manager and learns about all aspects of the ESPID project in order to provide program officer support, including annual work plans, budget development, and monitoring.
  • S/he is expected to work independently with limited supervision.

Scope of Role:

  • Reports to: National Programme Manager
  • Staff directly reporting to this role: None.

Key Areas of Accountability

  • Assist in developing and monitoring annual work plans and budgets, as well as associated deliverables and results/outputs.
  • Monitor budget utilisation and programme expenditure, programme implementation and results,
  • Create and maintain the project’s SharePoint site and assist with project-related information management
  • Work closely with the project’s finance analyst to develop, monitor, track and analyse annual, quarterly and monthly expenditures compared to project budget. Ensure that project budget projections are accurate and expenditures are properly tracked, including accruals.
  • Work with project technical staff in responding to the administrative needs of the Programme including: taking responsibility for maintaining the filing and information management system of the project; providing support to coordinate events such as workshops, programme payments and consultancy support; and contributing to the organisation of meetings and other project activities.
  • Stays abreast of current developments in the field of poverty, social protection and gender.
  • Facilitate conduct of research into subject areas of interest to the project as assigned
  • Monitor and ensure that risks to the project are identified and mitigated appropriately
  • Liaise with field office staff on various operational, technical and program areas as well as project-related personnel issues.

Skills and Experience

  • At least 5 years of professional experience in an international non-governmental organization
  • Experience in finance, administration, and management, developing and tracking budgets, logistics and operations.
  • Experience with donor funded projects (FCDO and/or USAID) highly desirable.
  • General knowledge of social protection, gender social inclusion and poverty alleviation programmes.
  • Comfortable working in teams as well as acting independently in the implementation of specific tasks, multitasking and prioritizing, working under pressure and meeting deadlines
  • Ability to work and communicate with a diverse group of people of various nationalities and cultural backgrounds
  • Strong oral and written communication skills, including editing skills. Proficient in Microsoft Office software including Word, Excel, and PowerPoint.
