Project Context and Scope

  • The veterinarian activities, including related to poultry and fish are an integral part of the Federal government-run rehabilitation programme, as well as the provision of training in veterinary-related livelihood activities in preparation for a successful reintegration.
  • This initiative aims to refine general veterinarian management processes and production techniques by enhancing veterinary standards and practices taught by the OPSC personnel at OPSC Camp.
  • Key components include formulating appropriate feed mixtures and supplements, ensuring regular sanitation in aquaculture water containers, poultry housing, and nesting areas according to species-specific accommodations, and ensuring the correct use and storage of vaccines, medications, and veterinary supplies in accordance with prescribed veterinary guidelines.
  • The Consultant will enhance the capacity of the center to deliver vocational activities by building the  capacity of staff working at the center to provide veterinarian related trainings and monitoring that this information is correctly cascaded to the former NSAG associates.  The consultant will also collaborate closely with the kitchen staff to facilitate the consumption of the camps animal production

Responsibilities
Tasks to be performed under this contract
The tasks listed below will be subject to ongoing review, and where necessary, adjusted in consultations between the incumbent and IOM.

  • The Consultant will provide technical expertise for the IOM Nigeria office to develop and upgrade veterinarian care of animals present at the camp as well as to provide advice on the improvement of the conditions of the animals used for vocational training at the camp.
  • In coordination with the IOM RR Project Officer, and in coordination with the Support Advisor Officer the consultant will conduct a pre-assessment on the conditions of the animals used for vocational training at the camp including poultry and fish (e.g quality of eggs, conditions of the chicks/chicken, compositions of feeds and drugs for the birds, including processes for handling/cleaning poultry sheds as well as storage and maintenance of feeds, drugs and equipment in the camp poultry farm).
  • Design as well as review the implementation of hygiene and feeding monitoring tools and protocols, including compositions of feeds and drugs for the animals used for vocational training at the camp.
  • Implement two hands-on, practical training for camp instructors in charge of animal health, breeding, and care trainings to the former NSAG associates.
  • Coordinate with the camp staff medical personnel to maintain the provision of healthy meals, and consistency between health monitoring and nutrition tools.
  • Conduct a pre and post assessment of the veterinarian trainings implemented.
  • Provide clear supervisory and inspections guidelines on veterinarian related processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures, and ensure learning properly accompanies project activities throughout the project cycle.
  • Identify problems that can affect the good health and well-being of animals used for vocational training and take measures to mitigate loss as much as possible.

Performance indicators for the evaluation of results:

  • Satisfactory completion of tasks indicated in the ToR.
  • Quality of the tools developed.
  • Quality of the protocols developed.
  • Initiative and problem solving during the tool development process.

Tangible and measurable outputs of the work assignment:

  • 1st deliverable: (25% Total contract value): By the first month of consultancy deliver a detailed report of the activities implemented, a workplan for the activities of the consultancy and a procurement plan developed for veterinarian relates equipment and items.
  • 2nd deliverable: (25% Total contract value): By the second month of consultancy deliver a detailed report of the activities implemented.
  • 3rd deliverable: (25% Total contract value): By the third month of consultancy deliver the first veterinarian training for at least 20 relevant government personnel in charge of providing training to former NSAG associates in the camp.
  • 4th deliverable: (25% Total contract value): By the four month of the consultancy deliver the second veterinarian training for at least 20 relevant government personnel in charge of providing training to former NSAG associates in the camp and provide a complete report of the activities implemented during the consultancy.

Qualifications

  • Veterinary University degree, or other related/relevant fields, or an equivalent combination of education and professional experience
  • Three years of documented work experience with specific experience in conducting veterinarian trainings.
  • Ability to work effectively in a fast-paced environment.
  • Proven facilitation skills highly desirable.

Skills:

  • Motivated, committed, responsible, and able to work independently with limited direct supervision.
  • Proven experience in producing high-quality documents ready for external dissemination

Languages:

  • Fluency in English is required (Oral and Written)
  • IOM’s official languages are English, French and Spanish.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required:

  • Based on coordination with Project Manager if required
