Job Overview / Summary

  • The focus of our health programs is to provide integrated quality comprehensive PHC services including reproductive health services by supporting/strengthening existing system and the Medical Doctor based in Mubi will serve as the medical supervisor for health care services at all IRC’s supported Primary Health Care (PHC) centres in the LGAs of operation in Adamawa State.
  • The position will spend 70% of time supporting direct service delivery, providing guidance, and increasing capacity of PHC health workers while 30% of the time will be spent on project management activities such as reporting, procurement and facility supplies management. S/he reports to the Health Manager and works closely with the Snr/Reproductive Health Manager for technical support.

Responsibilities

  • Supportive Supervision and Quality of Care Management.
  • Provide continuous capacity building and on-job coaching to facility staff to enable then deliver quality reproductive, maternal, newborn and child health services; antenatal and postnatal care, intra-partum care and other BEmONC services, family planning and counselling, counselling and clinical care of sexual assault survivors, treatment/prevention of STI, and integrated management of newborn and childhood illnesses.
  • Where necessary, directly provide these services and support patient’s evaluation for appropriate referral for secondary level of care.
  • Build capacity of staff in all supported facilities to maintain infection prevention and control within and around the facility. Ensure all facilities adhere to instrument processing, disinfection, and sterilization protocols.
  • Support the Manager to define staff training needs and implement them according to project objectives. Organize and facilitate formal and informal trainings for staff.
  • Supervise and regular review and revise training manuals to maintain consistency with the acceptable protocols.
  • Conduct period facility readiness assessment and follow up on service point improvement action plan.
  • Identifying quality gaps in the supported health facilities services with immediate solution for further necessary steps to address those gaps.
  • Ensure all services are in line with national/adopted protocols and treatment guidelines are well understood by midwives and other support staff in the facilities.
  • Participate in joint supportive supervision with State/LGA team and follow up on improvement plan.
  • Conduct periodic analysis of progress of the project at the LGA level and promote learning and sharing of best practices and lessons learnt through documentation.
  • Support the Manager and M&E team in the design and implementation of assessments to ensure the voices of the community especially women and girls inform program design.
  • Monitor the performance of each supported health facilities with regular visits to the LGA health office, health facilities and communities.

Project Implementation and Reporting:

  • Contribute to work plan and midterm evaluations, ensure project activities are implemented according to the work plan and within the allocated budgets.
  • Monitor the medical stock/non- medical consumables stock at the facility level and assists in timely requisition of new supplies from the warehouse.
  • Works closely and coordinates with IRC supply chain to ensure procurements are initiated and delivered in timely manner.
  • In line with the project design, ensure visibility of the project and project strategies at field level.
  • Support collection of stories and photographs that demonstrate the positive impact of the project.
  • Responsible for validation of program data and timely submission to M&E on weekly basis (number/ gender/ age segregated).
  • Work with M&E team to analyze data on a weekly/monthly basis, feeds information back to the program, and adapts strategies accordingly.
  • Provide weekly/monthly activity reports to the supervisor.
  • Supports the manager/M&E officer in monitoring and following up on specific indicators, morbidity and mortality trend.
  • Coordination and Representation
  • Focal person for intersectoral integration between health/reproductive health and women protection and empowerment sector at comprehensive women centers/other supported facilities
  • Ensuring teamwork and a professional relationship between the different sectors and government agencies.
  • Works closely and coordinates with IRC supply chain, finance and grant staff to ensure activities are conducted within the timeframe and compliance of the grants.
  • Undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, MoH, donors and community stakeholders.
  • Maintain effective relations with the Ministry of Health departments
  • Represent IRC during site visits of external guests and IRC head quarter visitors.

Other:

  • Consistently and proactively monitors and assesses the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Key Working Relationships:

  • Position reports directly to: Health Manager
  • Indirect Reporting: Snr/Reproductive Health Managers, and Health Coordinator
  • Other Internal and/or external contacts:
  • Internal: Health (Outreach Staff, Midwives, program managers) and other sectors (WPE, M&E, Governance, Finance, Supply Chain
  • External:  Other partners- NGO’s, MOH, LGA PHC departments, PHC facility staff etc.

Qualifications

  • A medical doctor with valid practicing license

Work Experience:

  • Clear interest in the role and minimum of 2years work experience in clinical reproductive health and other PHC activities
  • Experience implementing Basic Emergency Obstetric and Neonatal Care (BEmONC) at PHC level
  • Ability and flexibility to understand and work within the cultural and political environment.
  • Similar experience in an INGO is an added advantage.

  • Professional competency in Microsoft Office Suite, especially Word, Excel, Outlook – preferred.
