Job Title: International Consultant to develop an Accountability to Affected Population Strategy for the Education Sector

Purpose of this Post
The purpose of this consultancy is to support the Education stakeholders to have a common understanding and approach when it’s come to Accountability to affected population.  The Strategy to be developed will provide mechanisms and standards on Accountability to Affected Population in Education (AAPiE) for all Education in Emergency Working Group (EiEWG) members. This strategy will reinforce also the collaboration and integrated response between Child Protection and Education in emergency. With a special focus on inclusion and child participation, this strategy will be a key tool to guide all Education actors (Donors, Grantees, implementing partners) on child participation and inclusion of all minority groups during the response delivery.

Key Assignments / Tasks
Inception Phase:

  • Conduct a desk review of existing national strategies, programs or documents, mechanisms etc., identifying what is and what is not being put into practice. (HNO, HRP, 2018 Education Strategy, the annual school census report, other strategic documents).
  • Develop a SWOT Analysis.
  • Develop a list of key stakeholders, including children, to engage for inputs to identify gaps and discuss existing strategies.
  • Write a short inception report with a detailed activity plan, tools and timeframe.

Consultation with the stakeholders, including children:

  • Develop the necessary tools to carry out consultation with the different stakeholders: education authorities, implementing NGOs in the education sector, Child Protection Sector, beneficiaries, including learners/children in formal and non-formal education.
  • These tools should identify existing strategies and contribute to a more complete Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis.
  • Establish a plan and timeline for consultations, comprising all targeted Local Government Area (LGAs) in the EiE multi-year strategy.
  • Implement the consultation plan.

In consultation with all relevant partners, provide a draft strategy of Accountability to Affected Population in Education (AAPiE), with attention to Child Participation & Inclusion as per the agreed structure and modules.

This strategy should be aligned to the multi-year sector Strategy and response plan and should include at least the following sections/modules:

  • Background and Introduction.
  • National & International Commitments regarding AAP in Education, with attention on Child Participation and Inclusion.
  • AAPiE SWOT Analysis.
  • AAPiE: Goals, Objectives & Targets.
  • AAPiE minimum standards description.
  • AAPiE guidelines for the dissemination of minimum standards and capacity building on the standards.

Validation Workshop:

  • Conduct validation workshops to present and discuss the draft with representatives of stakeholder groups, including children and key partners.
  • Update the strategy based on the feedback and suggestions provided during the validation workshops.

Orientation session to partners in all Sectors – BAY:

  • With support of the EiEWG secretariat, to develop and conduct an orientation session to create a plan for dissemination and inclusion of the strategy, to ensure harmonization.

To qualify as an advocate for every child you will have:

  • An advanced university degree (Masters) in Social Science or a similar field is required.
  • A minimum of 5 years of relevant professional work experience in humanitarian affairs, human rights, child protection, emergency preparedness, crisis/emergency relief management, rehabilitation, reintegration and development, or other related area.
  • Experience on AAP/inclusion, child participation in the field, preferably in Africa.
  • Developing country work experience and/or familiarity with emergency is considered an asset
  • Fluency in written and spoken English is required.
