Child Safeguarding
- Level 3 – The responsibilities of this post may require the post holder to have regular contact with children and young people.
- As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.
- The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.
Overview
- Partnership for Learning for All in Nigeria (PLANE) Windows 3 is an FCDO funded program with a key outcome to promote learning and inclusion of girls in Kaduna, Kano and Jigawa states and policy at federal/national level as appropriate.
- The Education Manager will lead in all Education activities for the project and consortium partners. This includes, leading in the development and implementation of the project Detail Implementation Plan (DIP), Procurement Plan, Activity Based Budget (ABB) for Education Component that will generate evidence, maintain accountability standards and ensure effective monitoring, evaluation and learning of the education project.
- FCDO funded PLANE Window 3 is an innovative model for education interventions focusing on out of school children especially girls. The PLANE Window 3 Theory of Change focuses on provision of basic foundational skills and improved learning environment for out of school children in the North-western Nigeria. The funding for PLANE Window 3 – Community Support to Learning is ensured that out of school children (OOSC) in priority areas have flexible, responsive routes into learning opportunities, that support their transition into formal schools and further levels of education and that support their holistic wellbeing and development.
Role Purpose
- The Gender and Disability Inclusion Coordinator will support the FCDO Funded Partnership for Learning for All in Nigeria (PLANE) Window 3 – Community Support to Learning project to provide technical support to guide and inform gender- and disability-inclusive programming through “integrated approach” in Jigawa, Kaduna and Kano state, Northwest Nigeria.
- The Gender and Disability Inclusion Coordinator will support the FCDO-PLANE Window 3 project to provide technical support to mainstream gender and disability as cross-cutting themes for all the programmatic activities in the PLANE Windows 3 project.
- She/he will ensure gender and disability is integrated into the results based management frameworks, strengthening and supporting disability inclusion, gender equality strategies and facilitating gender equality capacity strengthening for field teams and partner organizations of SCI via training and tool development.
- S/he will not only ensure PLANE Windows 3 funded education programmes are disability-inclusive and gender sensitive but aims to provide support to make such programmes become gender transformative.
- The job holder provides overall programmatic and operational coordination and management including; planning, implementation, capacity enhancement, monitoring/ evaluation and reporting both internally (within SCI) and externally (for/with partners).
- Under the guidance of the Programme Manager Kano, the Gender and Disability Inclusion will ensure that PLANE Window 3 is implemented in a coordinated, harmonized and aligned manner, in line with donor requirements and commitments. S/he will be responsible for supporting the Programme Manager in submission of timely and regular progress narrative and financial reports.
Key Areas of Accountability
Programme Implementation, Coordination & Management:
- Lead capacity building for FCDO-PLANE Windows 3 staff and partner organizations members on gender to establish safe and protective learning environment for girls and boys in the JKK states
- Lead capacity building of national stakeholders to facilitate and manage transition from non-formal to formal education in a gender-responsive manner
- Guided by gender analysis, the Coordinator will support in advocacy to identify and address policy and system barriers to girls’ education;
- Coordinate project activities between disability inclusion partners, SCI and other partners
- Conduct regular gender analysis, community mapping and safety audits to identify and address access and financial barriers to girls’ education in the JKK states
- With support from the Programme Manager, formulate key gender messages and targets from lessons learned, assessments, research and evidence gained through project implementation.
- Contribute to the development and implementation of PLANE Windows 3 objectives and initiatives, both short and long term, encompassing a wide range of issues with a gender lens.
- Acquire information and understanding of key gender issues in the country particularly in the northwest focusing on boys and girls (e.g., GBV, Early Child Marriage, SRH etc.) and adapt strategies as necessary.
- Perform other tasks, as required, to ensure the smooth running of the organisation.
- Ensure a focus on gender equality, gender mainstreaming and disability inclusion in all components of project implementation
- Support disability data collection, analyses and reports in KAP study, need assessments and evaluation
- Develop and facilitate gender and disability inclusion components in training materials and other project tools and resources
- Ensure accessibility of IEC materials developed on the project
- Strengthen capacity of SCI project staff, mainstream project partners, facilitators and volunteers on gender and disability inclusion
- Support presentation and dissemination of disability components in project documents and meetings
- Support SCI and partners to identify and address the intersectionality of gender and disability in project planning, implementation, monitoring and evaluation
MEAL:
- Support tracking of gender and disability-inclusive and disability-specific project indicators
- Support MEAL team in disability data collection, analysis and reporting
- Ensure consultation of beneficiaries with disabilities in project evaluation and learning
- In collaboration with the MEAL team, collate and disseminate regular project disability inclusion reports
Human Resources Management and Development:
- Working together with the PLANE windows 3 Team to identify learning and development needs of the project teams and develop specific plans to address the learning needs.
Internal and external engagements:
- Develop and maintain a network of external contacts with key individuals in the government, NGO sector, civil society and the media particularly working on gender issues and participate in gender working group meetings, which may include providing oversight.
- Engage the relevant gender and disability stakeholders at State and national levels in support of the project cycle management.
Qualifications and Experience
Essential Criteria:
- Master’s Degree or equivalent in Social Science, Development Studies, Gender & Development or equivalent combination of relevant training and experience.
- Advanced Degree will be an added advantage
- 5 years post NYSC experience
- Proven experience working on normative change for disability inclusion, gender equality and adolescent sexual and reproductive health in sensitive contexts
- Proven experience in supporting the designing, implementing and evaluating disability-inclusive and gender-transformative social and behaviour change communication interventions.
- Experience in supporting the implementation of disability-inclusive and gender-transformative approaches in humanitarian context.
- Experience working in the North –East context, is an added advantage.
- Ability to work independently and collaboratively in a team setting with minimal supervision
- Specific knowledge of international development, disability inclusion and gender equality issues; experience engaging children and other community members on gender equality issues desirable.
- Demonstrable understanding of applying the principles of the Convention on the Rights of Persons with Disabilities in project cycle management
- Excellent planning and organizational skills with the ability to multi-task in a fast-paced work environment
Desirable:
- Experience building capacity and trainings, particularly in disability-gender-related issues.
- Prior work experience in communities across Nigeria.
- Knowledge of the policies, frameworks, functions, structures and decision-making processes of key national institutions with regard to disability and gender.
- Team player with strong leadership skills
- Local language skills (Ability to communicate in Hausa will be an advantage)
