Overview of the Position
- Northeast Nigeria is facing a problem of weapons & explosive hazard contamination as a result of protracted conflict.
- The presence of Explosive Remnants of War (ERW), Improvised Explosive Devices (IED) & landmines of an improvised nature, poses a serious threat to civilians as well as to United Nations & humanitarian personnel operating in the north east of the country.
- Our client deployed to Nigeria in April 2017 to conduct an explosive threat scoping mission to Nigeria which resulted in the recommendation of the establishment of a humanitarian mine action coordination & support capacity in Maiduguri & immediate provision as appropriate, technical response to the explosive contamination impacting the humanitarian crisis in the north east.
- In addition, the General Officer Commanding (GOC) for division 7 of the Nigerian army made a request through the Deputy Humanitarian Coordinator in December 2017, to have our clients presence in the north east.
- The GOC highlighted the negative implications of the explosive threat including IED & Unexploded Ordnance (UXO) on IDP return, livelihoods & return to normalcy in northeast of Nigeria. In 2018 our client established a permanent presence to implement a mine action program in Nigeria to:
- Improve the protection of civilians & facilitate humanitarian assistance.
- Enhance national capacity to mitigate explosive threats & enable compliance with international treaty obligations.
- Reduce the explosive threat to United Nations personnel & humanitarian workers.
- According to the 2020 Humanitarian Needs Overview (HNO), 8.7 million people including 1.7 million Internally Displaced Persons (IDPs) & 1.2 people returnees are in need of humanitarian assistance in Borno, Adamawa & Yobe (BAY) states in north east Nigeria due to the ongoing crisis.
- Given the widespread explosive ordnance contamination & prevalent use of IEDs by non state armed groups, the 2021 NHO identifies 1.5 million people in need of mine action in north east Nigeria.
- There were 259 explosive incidents in 2020 & another 216 incidents took place from January to June 2021.
- From 2016 till June 2021, 1,247 people were killed & 2,048 injured, out of which 748 civilians were killed & 1297 civilians were injured. The 2021 NHO indicates 75% of incidents involving UXO could have been prevented by Non Technical Surveys (NTS) to identify & mark suspected contaminated areas & release safe land & roads & Explosive Ordnance Risk Education (EORE) to deliver life saving knowledge & foster safe behaviour.
- The need for EORE remains high particularly in Borno with 1.16 million people in need but also in Adamawa & Yobe where more than 200,000 & 176,000 people respectively need EORE.
- Our clients program in Nigeria takes a strategic, multi year comprehensive approach for protection of civilians & humanitarian actors through humanitarian mine action in north east Nigeria, supported by multi donor contributions.
- This approach encompasses a range of responses, including EORE, Conflict Prevention & Preparedness (CPP), Improvised Explosive Device Disposal (IEDD) & emergency medical response training for the national military & police forces, information management & explosive hazard mapping & NTS, with coordination as key cross cutting enabling factors. Under Japanese & German funding, our client is starting to implement a one year project aiming at protecting civilians & humanitarian actors in north east Nigeria from the threat of explosive ordnance & supporting the advancement of two outcomes:
- National & local entities mitigate the explosive threat in north east Nigeria.
- The immediate threat posed by explosive ordnance to civilians & humanitarian & development actors is mitigated.
Outputs & activities to achieve those outcomes will be:
- NTS, EORE, CPP & EOA to enhance safety & resilience of the at-risk population.
- VA activities to enhance inclusive healthcare for the victims of EO incidents including persons with disabilities.
- Support to the establishment of NMAC for sustainability & national ownership in humanitarian mine action.
Specific outputs for the contracted staff will be:
- Establish a sustainable capacity of NTS Officers facilitators in north eastern Nigeria within selected services of the national authorities & civil society organizations.
Role Objectives
The EORE Training Specialists will have the responsibility to coordinate, oversee & provide mentoring & on the job training to organizations delivering EORE. The role objectives are targeted to:
- Enhance protection of civilians & facilitate safe access to humanitarian & relief assistance across BAY states
- The Training Specialists shall implement EORE activities to reach as wide a population as possible & lay foundation for increased network of EORE facilitators at project locations.
- Hazardous areas with suspected or confirmed presence of explosive ordinance shall be recorded & reported to our client.
In addition the organization’s targets are those that participated in EORE Training of Trainers course in 2022, that was delivered by our client & have been qualified as Instructors to deliver training to form EORE Facilitators. The targeted organizations are:
- Ministry of Rehabilitation, Reconstruction & Resettlement (MRRR).
- National Emergency Management Agency (NEMA).
- State Emergency Management Agency (SEMA).
- Nigerian Security Civil Defense Corps (NSCDC).
- Taimako Development Initiative (TDI).
- Inistitute for Educational Awareness & Economic Development (IEAED).
- Peace Ambassador Center for Humanitarian Aid & Empowerment (PACHAE).
- Centre dor Social Cohesion, Peace & Empowerment (CENSCOPE).
- Reawakening & Development Institute (RDI).
- Life at Best Development Instiute (LBDI).
- Sahei Gender Development Institute (SGBDI)
- First Step Action for Children (FSAC).
- African Youths for Peace Development Empowerment Foundation (AYPDEF).
- Child Protection & Women Empowerment Institute (CPWEI).
Expected output:
- Track EORE delivery activities of the organizations listed, ensuring delivery is in line with workplans & information is reported to our client through standard IMSMA repo.
- Coordinate the activities of national EORE Specialists, recruited through CTG & embedded with CSO to provide a monitoring, mentoring & OJT (where required)
- Provide mentoring & OJT to national authority organizations as required.
Project reporting:
This role reports to the Project Manager & requires:
- Implementing a rapid KAPB survey to ascertain the impact of EORE delivery in the project area.
- Delivery of & mentoring the delivery of, EORE messages.
- Mass media campaign through radio messaging.
- Recording of hazardous areas.
Key competencies
- Qualified as Instructor to train EORE Facilitators proven through CV & certification documentation is required.
- Documented relevant experience of employment as EORE staff or community based project staff for a minimum of two years in the area of operation (BAY states) is required.
- Documented relevant experience of delivering training to EORE Facilitators is desired.
- Fluent in English written & spoken, level of fluency shall be stated in the CV.
Team management
- The person will work in collaboration with National EORE Specialists recruited through CTG. The person will work also in strict collaboration with our clients EORE Associates & Chief of Operations.
- The person will need to collaborate & train local personnel of other organisations & national authorities, as selected.
- The Trainer will need to be experienced in delivering training courses in Explosive Ordnance Risk Education (mine action pillar).
