Role

  • This role will manage GBV/ Child Protection staff and projects in the humanitarian program within BAY states and Save the Children country program.
  • The GBV Specialist will have overall responsibility for project activities including supporting the coordination of effective and efficient planning, implementation and monitoring of the project at field level.
  • The child protection program is currently focused on Case management, including survivors of SGBV, psychosocial support (which includes the provision of psychosocial support to children through community based child protection networks and child friendly spaces), community strengthening and capacity building for the staff and ministry staff.

Main Responsibilities

  • In close collaboration with the CP Sector Lead to oversee project activities and provide advice, support and assistance in the development of training materials, BCC materials and methodologies, etc., as necessary in order to achieve project goals.
  • Prepare and update detailed program work plans that support and achieve the overall program goal and objectives within the desired timeline
  • Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve time-bound goals
  • Plan timely for procurement of resources to ensure smooth and timely implementation of activities
  • Actively participate in the development of new programming ideas and proposals.
  • Work with the CP Advisor/ CP Sector lead to monitor monthly expenditures and track budgets; approve expenditures to designated level for all GBV related cases.
  • Organize and facilitate trainings to develop capacity of CP staff , Field volunteers and other partner organizations to respond to cases of GBV in line with international standards
  • Closely coordinate with CP Advisor and Sector lead and staff to ensure timely and compliant implementation of program activities and expenditures.
  • Undertake regular communication with CP GBV staff to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
  • In collaboration with the CP Advisor/ Sector lead establish and maintain a network of referral agencies in relevant areas. This will involve determining who provides what service, where, what the referral criteria and process are. Maintain regular contact with services and agencies.
  • Document case studies, success stories and lessons learned of the program and share with the CP Advisor/ sector Lead on time.
  • In collaboration with the CP Advisor/ Sector Lead, coordinate with SC GBV staff in all operational areas the participatory design and implementation of national awareness raising campaigns that targets gender-based violence, in partnership with other actors (GoN Ministries, National and International organizations, the UN, etc).
  • Conducts assessments, identifies needs and prioritized activities.
  • Collaborate and coordinate with other SC programs (Nutrition, WASH, and FSL) and key stakeholders at field level to enhance multi-agency and multispectral cooperation and coordination, especially among those agencies who provide referral services.

Human Resource & Staff Development

  • Provide ongoing supervision, leadership and technical support and guidance to all CP GBV program staff
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Provide regular performance feedback to staff and where necessary work with Human Resources to document staff performance issues and address these in accordance with the National Staff Employment Policies.

Grant Monitoring & Reporting:

  • Build capacity of staff in using SC GBV tools
  • Draft weekly program updates in collaboration with CP GBV Program officers and Assistants and share with the sector lead
  • Contribute to internal and donor reports as per set schedules (bi-weekly, monthly, quarterly and annually) on activities, indicators and achievements.

Coordination & Representation:

  • Coordinate and advocate with other governmental and non-governmental service providers to promote mainstreaming of CP GBV across sectors and delivery of quality multi-sectoral at the national level
  • Attend regular management meetings to share information and lessons learnt and make joint decisions and ensure harmonization of tools and approaches across programs.
  • Ensure establishment of, and SC participation in, GBV coordination meetings at LGA level and ensure written minutes and reports are shared with the CP sector Lead

Qualifications and Experience
Essential:

  • Bachelors or Master’s Degree in Social Work or relevant field experience.
  •  At least three (4) years post NYSC relevant experience in child protection programming
  • Demonstrable commitment to a holistic vision of children’s welfare
  • Substantial management experience, preferably in emergencies
  • Excellent written and spoken English; local language skills a major advantage
  • Demonstrable competence in report writing
  • Experience of financial planning and expenditure monitoring as applied to grants management
  • Experience of working with communities, and supporting their participation, ownership and empowerment
  • Strong representational and communication skills sensitive to the cultural and military/political environment
  • The ability to plan and ensure the implementation of projects, and to oversee the management and report on resources effectively.
  •  Able to work calmly under pressure in a rapidly changing context
  • Proven team management skills
  • Adaptability and flexibility; ability and willingness to live in the field
  •  Competent in Outlook, Word and Excel
  •  Commitment to upholding Save the Children’s Child Safeguarding Policy, and other Global Policies.
