GOALPrime Organization Nigeria is a policy-driven humanitarian, non-governmental organization that implements its program through revitalized partnership. She is a national non-profit organization with a mandate of making the lives of vulnerable people better in nations. GPON provides a range of services to vulnerable and special needs people, especially in the face of disaster or crises. The organization is presently operating in the Northeastern regional part of Nigeria where we have reached over 1,000,000 lives with integrated services. We are supporting internally displaced persons with emergency relief materials, Child protection services, GBV mitigation Services, Livelihood skill-building, Health services, and Education support services. GOALPrime Organization Nigeria is a Member of the following sectors and subsector working groups: Protection Sector Working group; Child Protection Sub-sector working group (CPSWG), Gender Base Violence Sub-sector working group (GBVSWG), Education in Emergency sector working group (EiESWG), Early Recovery and Livelihood Sector Working group (ERLSWG) and Health in Emergency sector working group.

We are recruiting to fill the position below:

Job Title: Consultant for Development of Guideline on Community-based Community Dialogue, and ToT for EiE Partners

Location: Maiduguri, Borno
Employment Type: Contract

Background and Rationale

  • In communities that are adversely affected by social division or a history of violent conflict, strengthening relationships, improving understanding, and building interpersonal trust are key objectives toward restoring peace.
  • Community members and leaders often know that to achieve these objectives, divided parties must engage with one another directly. But these direct engagements are frequently implemented as a one-off, band-aid solution, used as tools for one or more parties to pursue their own goals, or serve as a display of peace-making efforts without engaging stakeholders at all levels.
  • Community-based dialogue can be a powerful mechanism for meaningful engagement, provided conveners, facilitators, participants, and other stakeholders have an informed understanding of what dialogue is and how to design and carry out a dialogue process.
  • Community-based dialogue provides a platform to engage community members including parents, adolescents, and community leaders in face-to-face discussions on various challenges and how to address them in the community.
  • It provides a forum that draws participants from different sections of a community and creates the opportunity for exchanging information and perspectives, clarifying viewpoints, and developing solutions to issues of interest to the community.
  • It also provides a structured opportunity for individuals from varying backgrounds to come together to speak about their experiences with race and to work collaboratively toward positive change which is often facilitated by counselors and psychologists in the school setting.
  • GOALPrime Organization Nigeria through the support from the United Nations Children’s Fund is looking for an experienced Community Based Community Dialogue consultant/agency to develop a Guideline on Community-based Community Dialogue and Conduct a 5 days ToT for EiEWG Partners in Borno, Adamawa, and Yobe on Piloting and Implementation of the Community Dialogue Guidelines.

Objectives
The advertised consultancy will aim to deliver on the following main objectives below:

  • Develop a community dialogue tool that can be used by partners with clear facilitation guidelines, resources needed schedules, time, and expected achievement per dialogue session.
  • Design and deliver a training curriculum to partners and key stakeholders: The consultant will design and deliver training based on findings from needs assessments and other program planning documents. One potential example of training is to train local facilitators in meeting facilitation, conflict analysis, action planning, mediation, negotiation, and advocacy for the development of community security action plans. Training must be interactive to the degree possible and reflective of the realities of the selected community.

Deliverables
This consultancy will be organized in three stages as outlined below:
Inception phase:

  • This phase will focus on the development of the road map to the assignment, the approaches to be used, the methodologies, the timelines, and the development of the tools for the assessment. This will be discussed with the technical working group and presented to GOALPrime focal point and a brief presentation to the EiE Sector Partners, once cleared by GOALPrime.
  • Development of a community-based Dialogue guideline ToT for EiEWG Partners in Borno, Adamawa, and Yobe on Piloting and Implementation of the Community Dialogue Guidelines
  • The second level includes the development of a community-based dialogue guideline and ToT for EiEWG Partners in Borno, Adamawa, and Yobe on Piloting and Implementation of the Community Dialogue Guidelines by the successful firm/consultancy.

Final phase:

  • The final phase of the consultancy will be the final training report, training tools, and any other recommendations submitted to GOALPrime and with a copy to the EiE Coordinator.

Management and Supervision of the Consultancy

  • The consultant/firm will report to the Response Manager, GOALPrime Organization Nigeria with day-to-day supervision by the Child Protection Coordinator.

Qualification Requirements

  • A Master’s Degree or relevant professional qualifications.
  • Minimum of 5 years relevant work experience.
