Purpose of the Position

  • The mission of WHO’s Emergencies Management and Response Programme (EMR) is to assist Nigeria in responding to public health emergencies and build the capacity of responders to manage health emergency risks and, when national capacities are overwhelmed, lead, and coordinate the international health response to contain outbreaks and to provide adequate relief and recovery to affected populations.
  • Training in public health emergency preparedness and response is a public health priority; The role of public health providers is to promote, protect, and improve the health of individuals and communities.

Objectives of the Programme

  • The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries and to coordinator international action to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organisational Context

  • In the context of the WHO Health Emergencies Preparedness and Response Cluster and the Incident Management System (IMS), at the country level, the incumbent acts as the training officer and report directly to the Health Operations Team Lead, under the overall guidance of the EPR Cluster Lead and Head, WHO Country Office.
  • S/he administers needs assessments, gauges skills shortages, and addresses these through tailored training sessions. He should also ensure the effectiveness of instruction by monitoring performance post-training.

Summary of Assigned Duties
Training needs assessment conducted, and gaps identified:

  • Activity 1.1: Conduct scoping mission to engage relevant National/State authorities, health partners, in-country, and key stakeholders involved in health workforce development
  • Activity 1.2: Develop country-specific guidance, templates, protocols, and tools for the workforce development needs assessment
  • Activity 1.3: Map existing training institutions, pre-service and in-service training opportunities offered; key stakeholders, health partners, academia and civil society organisations involved in health workforce development for inclusion in the training planning
  • Activity 1.4. Map existing country-specific training curriculum, material and identify training curriculum that needs to be adapted or developed
  • Activity 1.5: Develop a competency framework to help define the knowledge, skills, and attributes needed for the SURGE team members
  • Activity 1.6: Conduct the Baseline training needs assessment that identifies individuals’ current level of competency, skill or knowledge in crucial emergency response areas and compares that competency level to the required competency standard established and required for their positions
  • Activity 1.7: Administer regular, detailed training needs assessments to identify skills deficits and address skills deficits through tailored in-country training
  • Activity 1.8: Produce a health workforce development needs assessment report for each target country.

Country adaptation and ownership of training tools, templates, materials, and curriculums:

  • Activity 2.1: Develop methodology and the broad consultation process to adapt the existing training curriculum to National/State specificity
  • Activity 2.2: Draft/develop National/State-specific training curriculum, instructional manuals, EPR/IMS onboarding training materials, and other relevant documentation
  • Activity 2.3: Organise national consultation for the country validation and ownership of the training curriculum and materials
  • Activity 2. 4: Identify existing potential national facilitators in the country, from Ministries, UN agencies, academia, health partners and stakeholders
  • Activity 2.5.: Set up a National/State Task Team on Training that supports the planning, organisation & implementation.

Monitoring and Evaluation Framework of the training and capacity building activities of the Flagship Projects:

  • Activity 3.1: Working closely with the technical lead, refine a monitoring and evaluation framework containing consolidated measures and indicators for the training and capacity building, considering the Flagship Projects’ objectives and the countries’ need to meet their national responsibilities and obligations
  • Activity 3.2: Conduct surveys to judge how training/learnings are received and if changes are needed
  • Activity 3.3: Develop methodology and technical guidance to measure the knowledge retention 3-months, 6-months, 1-year, 2-years, 5-years after the training is conducted.

Training activities planning and implementation:

  • Activity 4.1: Develop a national training implementation action plan, including a (1) grant chart, (2) training deployment modalities, (3) targets participants, (4) partners involved,
  • Activity 4.2: Develop a budget for each training session
  • Activity 4.3: Focus training for the IMS/EPR team members to properly prepare for their new role
  • Activity 4. 4. Ensure that new IMS/EPR team members receive adequate onboarding training to prepare for their new roles properly
  • Activity 4.5.: Implement the face-to-face training sessions
  • Activity 4.6: Facilitate the enrolment and completion of the online training
  • Activity 4.7. organise the virtual interactive training session
  • Activity 4. 8. support the community of practice for continuous capacity building of the team
  • Activity 4. 9: support states in introducing emergency preparedness and response into states training institutions, including logistic and supply management, IDSR/IHR, One-health.
  • Perform any other incident-specific related duties, as the functional supervisor requires.

Educational Qualification
Essential:

  • Public Health Professional with Master’s Degree or equivalent in Medicine, Pharmacy or Epidemiology from an accredited/recognised institute.

Desirable:

  • Certified Master Trainer with specialised training in field epidemiology, outbreak investigations, one health (zoonotic diseases and environment), international affairs and diplomacy, health systems evaluations, crises management and mass disaster events.
  • Medical Doctor (MBBS) with Fellowship or Doctorate (PhD level or above) in Community Medicine or Public Health Emergency Management.

Experience:
Essential:

  • At the international, national, and state levels, at least five (5) years of relevant experience as an examiner, trainer, and capacity building public health professional.
  • Proven experience in the application of participatory models of attention in the health context and the ability to adapt and innovate in emergencies.

Desirable:

  • Demonstrated international, national, or state level experience in establishing emergency operations systems and operational research for WHO/CDC/UN agencies or Public Health Institutions.
  • Merit awards for recognition of efforts in response to emergencies, Member of Professional bodies in the field of public health emergency epidemiology and initiator of projects in academic knowledge and capacity building is an asset.

Essential Knowledge and Skills Specific to the Position

  • Excellent communication skills: the ability to present ideas and concepts both orally and in written
  • Knowledge and understanding of public health approaches related to community engagement, social mobilisation, a sense of emergency response, and ability to coordinate multidisciplinary and technical inputs into designing community engagement strategies and plans
  • Vital strategic planning and organisational skills
  • Ability to generate, analyse and appropriately apply findings from qualitative research to planning and project design
  • Ability to work effectively in a multidisciplinary and multicultural environment with tact and diplomacy
  • Ability to meet tight deadlines; an ability to efficiently and effectively coordinate activities and tasks to meet specific objectives
  • Excellent interpersonal skills: the ability to build relationships and work with stakeholders and partners.

Computer Skills:

  • Strong knowledge of computer skills in Microsoft software office applications (Excel, PowerPoint, Word) and email/internet familiarity with database management; and office technology equipment.
