Job Title: Business Development Manager – Ukraine Refugee Crisis Response
Location: Globally flexible, Flexible

Duration: 3 months
Reports to: Ukraine Response Operations Manager
Functional Area: Ukraine Refugee Response Hub
Travel Required: Up to 60% (may be at short notice)
Role Purpose
- The conflict in Ukraine is resulting in a major humanitarian crisis with over 3 million people having fled to neighboring countries, and millions displaced within Ukraine.
- Plan International is responding to the crisis and working in partnership with civil society organisations in Poland, Romania, and Moldova to meet the key needs of those affected by the crisis as well as host communities.
- This position will play a key role in the support to country level activities and will provide technical support and guidance to Plan International teams and partners in Poland, Romania, and Moldova.
- The position will initially be remote but may well be based in one of the 3 countries in the future.
- The Ukraine Hub is a service-oriented structure to support initiation of activities, and to help find solutions to problems as and when arise.
- Creative thinking and identifying work arounds to problems faced will be a critical element of the role.
Dimensions of the Role
- Maintaining a strong donor portfolio
- Proactively works with National Organisation (NO) counterparts to identify and win appropriate grant opportunities.
- Oversees and coordinates the development, writing and packaging of successful grant proposals from concept through to award.
- Developing and maintaining links with institutional donors, UN agencies ensuring Plan International is recognised as a go to agency for gender equity programming in humanitarian crises.
Accountabilities
- Maintain funding trackers for each country – both for institutional donor funding as well as funding from public appeals and donations.
- Maintain an overview of funding opportunities and ensure a strong pipeline of funding opportunities
- Working with programme teams to ensure strong funding submissions are developed with a high success rate
- Develop a resource mobilisation strategy for the Ukraine Crisis, ensuring input from key stakeholders within the organisation
- Maintains a reporting calendar and works closely with country teams to ensure deadlines are met, and high-quality reports submitted in line with door requirements.
- Experience in establishing and managing consortium bids
- Works with partner organisations to support them develop business development capacity.
- Produce and regularly update a comprehensive mapping of all donor opportunities (by sector and geography)
- Demonstrable knowledge of donor funding requirements and policies.
- Build successful, proactive relationships which align donors priorities with programme needs.
- Develop strategic partnerships with peer organisations.
- Ensuring there is regular and effective liaison with all key internal stakeholders (eg, Programme Quality, Finance, Human Resources, and operations) to ensure there is a joined-up approach to the acquisition of grants.
- Ensuring grant submission achieves 100% of applicable full cost recovery-following the cost recovery policy.
- Identifying the systemic and structural issues that may impede grants growth and identifying and implementing mechanisms to overcome them.
- Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical Expertise, Skills and Knowledge
Essential:
- Extensive experience in humanitarian fundraising, quality proposal development and networking.
- Demonstrated experience in designing and leading strategic planning processes
- Knowledge of key humanitarian programme areas including, Child protection in emergencies, education in emergencies, cash and voucher assistance, partnerships.
- Knowledge and Experience in project management cycle.
- Ability to prioritize work effectively.
- Ability to work independently without close supervision.
- Strong planning and organizational skills.
- Analytical skills.
- Communication skills.
- High level advocacy skills.
- Facilitation and negotiation skills.
- Proficient in computer skills and use of relevant software and other applications.
- Excellent English oral and written communication skills.
- Advanced negotiating skills.
Desirable:
- Language skills in Ukrainian, Polish, Romanian, or Moldovan are advantageous.
