Background of the Job

  • PATH, operating in Nigeria as Organization for Innovation in Public Health (OIPH), is implementing the Rotary Healthy Communities Challenge (RHCC) grant, which is funded jointly by Rotary International Foundation and The Gates Foundation, a multi-year effort to provide improved community health care, including for malaria and other priority diseases, in Nigeria.
  • In Nigeria, community health care is coordinated through the National Primary Health Care Development Authority (NPHCDA) and supported and resourced through other national agencies, including the National Malaria Elimination Programme (NMEP).
  • The primary community health agents who deliver integrated community case management (ICCM) are the Community Health Influencer, Promoters and Services (CHIPS) agents. PATH, through the RHCC grant, intends to collaborate with Rotarians, NPHCDA, NMEP and state and local government teams to implement an expanded CHIPS program in targeted areas.

Job Description

  • PATH is seeking an experienced Monitoring and Evaluation (ME) Technical Officer to support the implementation, monitoring and evaluation work of the RHCC project in Nigeria.
  • Reporting to the RHCC Team Lead, the ME Technical Officer will support the RHCC country team, the RHCC National Coordinating Committee, and other relevant stakeholders in reporting on project indicators, performance, work plan deliverables and progress toward achieving project objectives.
  • The SME Officer will additionally work closely with the global and country data/analytics and research/evaluation teams to support data quality assessments, program monitoring activities and evaluations, other analyses using routine health information system and surveillance data, and technical reporting.

Specific Responsibilities

  • Work closely with RHCC and PATH in-country teams, national and state malaria elimination programs to develop standard tracking systems for monitoring project indicators to support monitoring and evaluating of the overall project goals and objectives
  • Work closely with PATH in-country teams and data and analytics teams to document and standardize surveillance data processing procedures
  • Contribute to analysis of routine malaria surveillance, programmatic and project data
  • Develop a project database and reporting platform, including with dashboards, for ensuring programmatic results are available to the project team and other stakeholders
  • Contribute to the development and implementation of strategies for synthesizing and disseminating key results, programmatic lessons learned, methodologies developed and other project outputs
  • Collaborate with the NMEP and NPHCDA and national and state levels to ensure compliance with reporting standards for joint indicators
  • Participate in evaluations of project evaluations and planned analyses of project support for community case management systems in Nigeria
  • Contribute to annual and ad hoc reports on project progress and impact
  • Collaborate with team members, partner organizations, national malaria programs, and donors in work planning and project implementation as needed
  • Develop data collection tools and forms, guidelines standard operating procedures, and training manuals and materials for various project reporting needs
  • Coordinate/participate/facilitate project team and partner meetings
  • Conduct field visits as needed for the project
  • Prepare and collaborate on project/technical briefs, manuscripts, and PowerPoint presentations.

Requirements

  • Advanced University Degree in Public Health, Health System Management, Health Economics, Health Statistics, Epidemiology or related field.
  • Minimum of three years of experience working in disease surveillance, M&E and/or research, ideally in malaria projects
  • Demonstrated excellent oral and written communications skills, including report writing and editing
  • Demonstrated ability to translate assessments and findings into learning, directional focus and action, with respect to surveillance systems
  • Excellent organization, time management, attention to detail, and ability to appropriately prioritize competing tasks
  • Proven ability to work in a dynamic team environment with minimal supervision, anticipating needs and requests
  • Cultural sensitivity and diplomacy in communicating with a broad and diverse audience
  • Proficiency in Microsoft Office suite including Word, Excel, Access, PowerPoint, SharePoint, and Teams
  • Strong quantitative data management and analysis skills with proficiency in statistical software packages such as Stata or R
  • Willingness and ability to travel estimated at 30% of the time when travel is allowed
  • Experience with DHIS2 highly desirable.
