We are recruiting to fill the position below:

Job Title: Head, Regional Compliance

Location: Nigeria

Job Summary

  • Support the Ethics & Compliance Department in implementing its vision and strategy for country-level compliance programs.
  • Manage and coordinate the country-level and roving compliance staff in countries.
  • Provide technical oversight, capacity building and on-job coaching to the country-level compliance staff to ensure that compliance support is performed in accordance with the Ethics & Compliance Charter, country work plans, International Medical Corps policies & procedures and Donors’ regulations.
  • Serve as a trusted strategic partner to key stakeholders at HQ and Regional level and Country Programs by providing advisory services, insights and guidance on internal controls and compliance, and risk management.

Responsibilities
Ethics and Compliance Department Overarching Responsibilities:

  • Promote and encourage a culture of compliance throughout the organization.
  • Encourage transparency, communication, and teamwork related to the Ethics and Compliance
  • Charter and its Department objectives:
  • In collaboration with and under the supervision of the line manager, identify and carry out discrete initiatives, projects and tasks that implement the department’s strategy and plan.

Leadership & Management Oversight:

  • Manage, provide technical oversight, guide, and coordinate the country-level and roving compliance staff in execution of activities that fulfil the mandate of the department at the country level by conducting compliance tasks in accordance with agreed country work plans and helping management develop and implement the right internal controls and oversight mechanisms to ensure everyone stays compliant in International Medical Corps’ day-to-day operations.
  • Review and approve country work plans, which determine risk-based compliance programs for country missions.
  • Monitor staff’s progress and approve work deliverables as required by country work plans.
  • Provide guidance and advice as necessary.
  • Review and approve compliance reports with observations and recommendations.
  • Participate in the recruitment process of the country-level compliance staff and evaluate the technical performance of the country-level compliance staff.

Communication:

  • Prepare and provide necessary updates and report on field compliance work as needed.
  • Maintain regular communication and collaboration with key stakeholders at country, regional and HQ level.
  • Collaborate with other control, compliance and audit functions to minimize overlaps and maximize efficiency.
  • Interact with others within the department as well as throughout the organization in executing the assigned responsibilities.

Capacity building and training:

  • Provide on-the-job training and support the country-level compliance staff.
  • Work with other relevant departments on developing and providing training on the Code of Conduct and Ethics, policies against Harassment, Sexual Exploitation and Abuse, as well as the Conflict of Interest, Anti-Fraud, Anti-Bribery, Anti-Terrorism and other relevant policies, or at minimum ensuring that these trainings are provided and effective.
  • Explore possibilities for external training and certifications for the country-level compliance staff.
  • Research available sources and remain up-to-date on relevant trends and activities in the global compliance profession within the NGO community.

Other responsibilities:

  • Suggest changes to the policies and procedures and improvements to the systems.
  • Assist management with remedying any gaps in internal control.
  • Assess whether management and staff adhere to the internal controls and requirements that have been implemented.
  • Conduct any other tasks assigned by line manager with the aim of supporting or improving the operations of the Field Compliance Unit and the Ethics & Compliance Department.

Compliance & Ethics:

  • Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these standards to staff, if applicable, and to partners and requires them to adhere to these values.

Job Requirements
Minimum Qualification:

  • Typically, a 4-year Bachelor´s Degree in a related area (Business Administration, Accounting, Risk Management or similar).
  • An equivalent combination of relevant education and experience may be substituted as appropriate.
  • Master’s degree in a relevant discipline preferred.
  • Understanding of compliance, risk management and internal control concepts and frameworks.
  • Certification in auditing, grants management, risk and/or compliance management preferred.
  • 12+ years of relevant experience working in a related field, with at least 7 years in a non-profit organization or equivalent experience.
  • Experience in risk management, compliance and/or audit is required.
  • Comprehensive knowledge and working experience with USAID, EU, FDCO and other donors.
  • Strong communication including presentation skills.

  • Proven ability to effectively lead and coordinate staff and manage a multi-cultural team of dispersed in various countries.
  • Ability to effectively train staff.
  • Fluency in English with a proven ability to express himself/herself well verbally and in writing; Knowledge of French or Arabic is desired.
  • Ability to handle sensitive matters on a confidential basis.
  • Ability to establish and retain effective working relationships with other staff and to communicate clearly and effectively, both orally and in writing.
  • Ability and willingness to travel to International Medical Corps’ program locations as needed, up to 30% of time per year, often at short notice.
