About Mercy Corps and Small-Town WASH (STWASH)

  • Mercy Corps working in Nigeria since 2012 seeks to intervene in WASH. With an estimated 62 million people living without access to basic drinking water, and 42 million practicing open defecation, Nigeria has some of the largest gaps in access to water, sanitation, and hygiene (WASH) services in the world.
  • The lack of access is most critical in the Northeastern States of Borno, Adamawa, and Yobe (collectively the BAY states) where the decade-long insurgency by Armed Opposition Groups (AOGs), as well as dynamic conflicts between ethnic and religious groups and organized crime, has led to displacement of millions of Nigerians (1.9 million people as of January 2019).
  • The Small-Town Water, Sanitation, and Hygiene (STWASH) program is a five-year, initiative funded by the United States Agency for International Development (USAID), covering the states of Adamawa, Yobe, and Borno in Northeast Nigeria. Our team, led by Mercy Corps in partnership with WaterAid. The two organizations are well placed to support the sustainable improvements in access to basic water and sanitation that are necessary to facilitate ongoing recovery, peacebuilding, and economic development across the region.
  • The goal of the program is to facilitate the economic recovery of some crisis-affected communities and bolster the capacity of the state governments in providing essential WASH services and creating and sustaining enabling environments for Small Towns Water Supply and Sanitation Agencies (STWSSAs) and Water Consumers Associations (WCAs) to operate.
  • The STWASH program is in the process of conducting a midline assessment for the nine small towns in the three states.

Objectives

  • The objective of the assignment is a mid-term assessment conducted in the BAY states to assess the functionality of completed rehabilitated and constructed WASH infrastructure, states A midterm assessment will inform program performance in ways that will ensure accountability, learning and improvement over the remainder of the project’s life cycle, review the progress in achieving project targets as well as a general review of the rationality of the Theory of Change.
  • Results from this assessment will provide insight on trends, results, and sustainability of the project and will inform further engagements with small town governance structures as well as project intervention strategies.

Position Summary

  • The Enumerator will work closely with ST WASH team to ensure the implementation of data collection for mid-term assessment (in health centers, household, schools, markets, and motor parks) and any other data collection exercise required within the contract period.
  • After receiving training on how to use the Data collection tool and understanding the assessment questionnaire, the enumerators will collect data via mobile devices in the field with ST WASH officers. This assessment will take place in small towns in these locations Yobe State; Damaturu, Potiskum, and Geidam, Adamawa State; Girei, Ganye and Song and Borno state; Biu, Shani and Kwaya Kusar, during daily field visits.
  • Each Enumerator will work any day required by ST WASH and payments will be made according to the number of days worked and the number of accurate entries made at the end of the exercise based on the completed attendance sheet and report.

Essential Position Responsibilities and Duties
Specific tasks will include (but not limited to):

  • Share field notes and recordings as they are available with the Mercy Corps Research team.
  • Transcribe audio recordings of interviews (assigned).
  • Participate in After Action Review at the end of the data collection exercise.
  • Participate in daily debrief sessions with Research team lead, to present findings and invite input.
  • Conduct in-depth interviews on access and use of WASH facility and Services.
  • Enumerator must have an android phone/tablet installed with android 4.0 software.
  • Work closely with the supervising ST WASH MEL staff officer to administer the total number of forms required for the assessment according to participant list.
  • Informing ST WASH team of any misinformation/lack of information, complaints, or additional feedback from project participants.
  • Follow Mercy Corp’s policies regarding information and data management and protection of project participants.
  • Participate in initial training sessions.
  • Conduct key in-depth interviews (KII and FGDs) in the assigned communities
  • Interpret interview questions to assist respondents in understanding and providing relevant answers.
  • Double check information on survey forms or information pads to ensure the accuracy of information
  • Engage in data entry in cases where paper base options are used
  • Comply with quality and research ethics requirements during field works (this includes data protection and information confidentiality of respondents or target project participants)
  • Participate in a less than or half day daily debrief sessions to share field experiences about the
  • community and entire data collection
  • Enumerators are expected to always be respectful of the community and community leadership and membership.

Basic Knowledge, Skills and Abilities

  • Educational qualification minimum of National Diploma or NCE.
  • Experience in conducting quantitative and qualitative research in Northeast Nigeria.
  • Experience working in selected communities and a good understanding of the local dialects is preferred ie reading and writing clear and concise note.
  • Experience using mobile data collection tools (ONA and COMMCARE) and analysis using participatory methodology with basic ICT skills.
  • Able to adapt within a work environment containing individuals of multiple and various cultural, ethnic, religious, and educational backgrounds.
  • Possess a degree of flexibility to work and availability to respond to comments and questions in a timely and appropriate manner.
  • NGO and organizational experience – aware of and adhere to the general rules and regulations of Mercy Corps.
  • Additionally, to be eligible to apply, an individual must possess a Tax Identification Number (TIN) and bank account.
  • Good resistance to stress and workload. Candidates must be resident in the underlisted communities of Adamawa and be willing to go to the Small Towns to carry out the exercise.
  • Being resident in Damaturu, Potiskum, Song, Ganye, Girei, Kwaya Kusar, Biu, Shani and Geidam. (most specifically from the defined enumeration area) will also be an added advantage.
  • Ability to work under pressure and demanding circumstances alone or within a team.
  • Because enumerators are to be recruited from these specific small towns, they will be responsible for their transportation and accommodation in the town they chose for the exercise.
  • High regard for cultural norms and traditions.
  • Demonstrate good interpersonal communication skill, respect, patience and good leadership skills.

Salary
Mercy Corps will pay the sum of NGN7,000 daily for each day’s work.
