Job Title: Deputy Finance & Controlling Manager

Job Summary

  • The Deputy Finance and Controlling Manager supports in managing the Finance Function within the National Association, ensuring the sound management and effective utilization of the organization’s funds, and full accountability to donors, government and other partners.

Responsibilities 

  • Supports in leading the Finance Function: Develops goals, objectives and detailed plans for the Finance Function; supports in establishing sound structures and ensures appropriate staff of the function; and provides on-going leadership and supervision to finance co-workers in the National Office and programmes.
  • Supports in developing the National Budgeting Process: Development of the annual national budget, ensuring alignment to the national plan. Reviews, analyses and comments on programme/facility budget frames and proposals, ensuring planning requirements are met. Prepares the National Office budget.
  • Monitors & Controls Overall Expenditure: Reviews programme facility monthly and annual financial reports and identifies and addresses areas of over-spend. Supports in planning spot checks and annual internal audits to verify the proper use of funds. Ensures proper record-keeping and sound documentation systems. Coordinates the annual external audit, and follows-up to ensure recommendations are implemented.
  • Implements Finance Standards & Reporting Requirements: Ensures that National & International Financial Management Standards are complied with, and that budgeting, cash-flow planning and financial reporting requirements are met and that all required financial reports I accounts I audit statements are forwarded to the relevant office on time. Provides the national Director & Board with regular updates including a budget variance report, key ratios, etc.
  • Ensures the on-going development of finance personnel: Provides technical support, training & coaching to finance personnel in the programmes, and ensures they receive adequate training. Conducts regular support and supervision visits to each programme. Ensures regular meetings and exchanges between finance personnel. Participates in the performance appraisal of finance personnel.
  • Ensures sound management of funds: Supports the programmes and facilities to establish cash-flow plans. Coordinates international transfers and facilitates the timely flow of funds to programmes. Manages the banking and signatory structure. Monitors all accounts to ensure liquidity is maintained. Advises on the investment of surplus funds.
  • Supports in the development and implementation of effective administrative structures, systems and procedures; supports the management of the national payroll to ensure compliance with income tax regulations.
  • Supports the Fund Development and IPD function in grants proposal developments and proffer necessary financial guidance to ensure a strong fundraising team.
  • The Deputy Finance & Controlling Manager is to support in ensuring that financial resources are adequately planned for during the budgeting period in compliance with the Child Protection/Child Safeguarding Policy Implementation in the Organization.

Requirements 

  • B.Sc in a relevant field
  • Minimum of 10 years (with at least 2 years supervisory experience)
  • MBA/M.Sc. is an added advantage
  • Professional qualifications
  • Good use of Microsoft Office
  • Conversant with Local, State and Federal employment guidelines:
